Since reform and opening up in the late 1980s, the economic structure in China is changing form the planned economic system to the market economy system, resulting in a special group, namely the floating population. The floating population, which has been expanding especially at the end of 20th century, promotes the development of China’s industrialization and urbanization development on one hand, and exerts a negative impact on city’s stable development on the other, In addition, many children in the floating people create pressure on education resource of the city to which they migrate. Tangshan, as an important industrial city of Hebei Province, has the largest number of migrants.70% of them are distributed in Lubei District, resulting in the lack of primary and secondary schools for school-aged migrant children there. That is why I choose educational resources in Lubei District as the target of my research.More often than not those children cannot share equal educational opportunities and quality education. This will hinder the growing up of migrant children and eventually have immediate adverse effect on the economic development and social harmony in China. It is therefore necessary to focus on the issue of compulsory education of migrant children and seek the solution.Based on the investigation and study of the education environments of migrant children conducted by Lubei District of Tangshan, as well as a lot of questionnaire survey. This paper aims to explore solutions to the problem about the educational inequality and provide psychological help for floating families and schools for migrant children to make these children have equal opportunities to be better educated and grow up.The paper is divided into five chapters. Chapter 1 introduces the background and significance of our research and its methodology. The basic concepts and theories of compulsory education for migrant children will be stated in Chapter 2. Chapter 3 reveals the restriction on educational system and financial help for migrant children in Lubei District. The larger goal of this paper is to analyze the main reasons causing the educational equality and to seek the practical solution on the basis of a comprehensive survey and experience from other cities. These will be discussed in Chapter 4 and 5.
