| The evaluation of education quality is an important way to higher education quality assurance.The evaluation results present the basic information of higher education quality and have a guiding role in the reform and development of higher education.The formulation and implementation of various quality standards are supported by concepts.The reform of higher education is first and foremost a change in educational ideas.Behind the historical changes in the various stages of higher education evaluation in England,different views on the quality of education are presented.Teaching quality evaluation is an important part of the external quality assurance system of British higher education.This research focuses on the concept,combs the history of higher education evaluation in England,and further verifies and analyzes the changes and internal logic of the quality concept in different periods.Moreover,to provide a reference for the trend of the next round of higher education evaluation in China.This study focuses on the core problem of "what are the similarities and differences between the quality standards of the England higher education evaluation in different historical development stages,what kind of quality concept is reflected,and what is the internal evolution logic behind the interpretation".This study divides the historical process of the evaluation of higher education in England into four periods,including the germination period,the establishment period,the development period,and the stability period through the study of the literature method and the history of ideas.From a horizontal perspective,the evaluation of teaching quality in England can be divided into three stages,and the quality standard system of each stage is summarized.The three main bodies involved in the evaluation of higher education in England,including the government,third-party organizations(The Quality Assurance Agency for Higher Education and Office for Students),and schools(The University of Warwick),conducting a verification analysis to further summarize the quality concepts of each stage of the England higher education evaluation and its evolution path,and explain the internal and external driving forces of the evolution of the concept of quality.Finally,it summarizes the relevant revelations that are beneficial to the quality evaluation of higher education in China.The study finds that different stages of development of higher education evaluation inEngland have different quality standard systems.The reform of higher education quality evaluation is affected and restricted by the game of the three main players: non-independent government,university and market.The evolution of its quality concept mainly includes four aspects,and follows an internal evolution logic of "concept-practice-concept".Firstly,quality assurance: from external to internal and external emphasis;secondly,quality subject: from the overall development of the university to student learning results;thirdly,quality benefit: from social economy to market and personal economy;fourthly,quality judgment: from identification to the pursuit of excellence education.The internal driving force for the evolution of the quality concept of the evaluation of higher education in England is the generation and evolution of the quality concept,and the external driving force is the change of the social environment.In short,successful evaluation requires the guidance of an advanced concept of higher education quality,which has the characteristics of staged evolution and presents a dynamic and circular development model. |
