Quality is the educational lifeline, and is also the eternal theme of higher education. Higher educational quality is whether the attribute of higher education can meet the need of the subjects of higher education (we also consider the subjects as stakeholders) or not and the degree of needs, while the view of higher educational quality is the value judgment and choice. The higher educational quality is a complex and systemic quality, and mainly includes the quality of talent cultivation, the quality of scientific research, and the quality of social, those aspects. During the different social development's period, the quality standard and quality view has different themes, and the quality view continuously changes with the reform and development of higher education. For our country, our higher educational quality view experiences meeting for objects, adapting for the social and individual needs and fitting suiting for innovation three stages. With the process of our country's mass higher education, our country's higher educational cause has been in the period of quality. Nowadays, for our country's education, how to construct the view of quality to improve the educational quality are the most urgent problems.In order to construct our country's higher educational quality's view, we must know the connotation of mass higher educational theory, and realize the inevitable trend from elite education to mass education, while promoting quality becomes the lifeline of higher educational popularized development. The value view of higher education is decided the quality view. With the value view of higher education's changing, the view of higher educational quality should adapt for the higher educational value view changing. The philosophy of higher education is the essence of higher educational thought, and the construction of quality's view is deeply influenced the philosophy of higher education and guided by the value view of higher education. Humanistic theory, epistemology and axiology are the higher educational philosophy's view, and they are also the basis for higher educational existence of legitimacy and theory root. Meanwhile, the higher educational quality's view is also decided by the higher educational value point, and human-centered, academic and social value orientations are the important value orientation, which are also the value orientation of quality view. In the mass higher education period, the higher education's diversity must be deeply influenced by the multi higher education philosophy thought, humanistic theory, epistemology and axiology inosculate with one another in this period, and they jointly construct the higher educational ideal and value view, form the human-centered, academic and social three main value orientations. For our country, the construction of higher educational quality view should follow the humanistic orientation (cultivation-orientation, lifting human nature), academic orientation (serving society, promoting the social development), and social orientation (imparting profound knowledge, seeking truth pursuing excellence) three value orientations, and make the three main value orientations organically fuse with themselves.During the mass higher educational period, diversity is the fundamental characteristic of mass higher education, and the mass higher education with diversification must have many subjects of higher education, therefore, the higher educational quality should reflect the appeals of different stakeholders. The main stakeholders of higher education demand the different appeals according to their own needs: the students'appeal is to get all-round development; the teachers'appeal is to obtain the cause development; the university's appeal is to get sustainable development; the government's appeal is to improve the competitiveness; the society's appeal is to harmonious development. One of the important aspects of construct the higher education is to construct the culture of quality, and make participates of the higher education to form consciousness of quality through the culture function in order to guarantee the quality and improve the quality in the end. In the new period, the higher education should undertake the more important responsibility and the higher education should be guided by the core value view, and take improving the national quality, constructing knowledge–oriented society, enhancing national power as the basic value orientations of higher educational quality. During the process of construction, there exist some pairs of contradictions, such as unity and multiplicity, adaptation and transcendence, elite and mass, coping with these contradictions has the important significance for quality view.The construction of higher education, the higher education's scientific development and quality's improvement is the complex and systemic project. Nowadays, our country's higher education has just been in the mass period, and our country's higher education's development is the heavy task and very long way. With the deep development of higher education, so we should have the consciousness of"on the way", and look upon all the exposed problems with the developing vision during the developing procession of higher education, through social sectors'joint efforts to devote our country's higher education's harmonious development.
