Ethnic higher education is an important part of the higher education system,which undertakes the task of consolidating the unity of all ethnic groups and cultivating talents of ethnic minorities.It has the dual attributes of ethnic work and educational work.Ethnic work is committed to maintaining ethnic unity and stabilizing social development,which has very important historical and practical significance.In addition,ethnic areas are mostly in remote areas,and their social,political,economic,and cultural levels are in a disadvantaged position.Cultivating high-quality talents for ethnic regions has become an urgent need for the development of ethnic regions.The particularities of ethnic areas and ethnic minority students endows the special characteristics of ethnic minority higher education,which makes it carry special significance that cannot be replaced by general higher education.Therefore,in the development of the practice of ethnic higher education,we should not only consider the function of cultivating ethnic minority talents of it,but also pay attention to the implementation of the relevant ethnic work.Through the emphasis on the quality of ethnic work,we can improve the quality of cultivating talents of ethinic minorities,which in turn promotes the improvement of the quality of higher education for the entire ethnic group.Focusing on the quality of ethnic higher education,this research mainly focuses on three aspects: what is the scientific and rational view on the quality of ethnic higher education,what are the characteristics of the quality of ethnic higher education in China,and how to achieve the transform of it in the new era based on the concept of connotative development.This dissertation argues that the view on the quality of ethnic higher education in the new era should be a comprehensive one that combines the quality of work serving national higher education and cultivating talents.This study is divided into three parts:The first part is an overview of the concepts related to the view on the quality of ethnic higher education.It clarifies that the quality of ethnic higher education includes both the quality of ethnic education and talents cultivation.And the view on the quality of ethnic higher education is the value choice and attitude of the subject on it based on their own cognition.The quality concept of national higher education is the subject’s value choice and attitude towards the quality of work and talent training for ethnic minorities based on their own cognition.Determining the research perspective of this dissertation and clarifying the broad concept of connotative development refer to improve the integration of internal resources and regard the development of internal laws as the fundamental task,but does not exclude the denotative development.It is a development model in which internal and external integration and denotative development serve connotation development;and it clarifies the procedural philosophy and believes that the world is a constantly changing process,as is the ethnic higher education.And the work of ethnic higher education is the embodiment of this characteristic and the quality of it is a reflection on the quality of the process.The quality of talents cultivation is the reflection of the results of ethnic higher education,it is the reflection on the quality of the results.The second part is to sort out and analyze the historical evolution and characteristics of the quality concept of national higher education.According to the differences of the training objectives of national higher education in different historical periods,the quality concept of national higher education is divided into the quality concept of national higher education with the service of industry and agriculture and the development of the country as the core,and the quality of national higher education with the development of scientific knowledge and disciplines as the core Concept,the quality concept of national higher education with professional development and social needs as the core,focuses on four stages of the quality concept of national higher education with individual,professional and social comprehensive development,and analyzes the historical characteristics of different historical stages.The third part is the thinking of remolding the quality concept of national higher education in the new era based on the perspective of connotation development.First,it is clear about the importance and necessity of remolding the quality concept of national higher education in the new era,pointing out the particularity of national higher education and the contradiction of the times.Third,it is to think about the value orientation of the formation of the quality concept of national higher education in the new era,so as to clarify the national higher education Finally,the paper discusses how to shape the quality view of national higher education in the new era and how to realize the paradigm transformation of the quality view of national higher education,and promotes the transformation from the dependent quality view to the subjective quality view,from the external suitability quality view to the internal and external integration quality view,from the talent quality view to the unified quality view of work and talent,and promotes the transformation including the people The formation of the quality concept of Ethnic Higher Education in the new era,including the quality of ethnic higher education work and the quality of ethnic talent training.
