The period from 2000 to 2020 is a very special historical period for the development of higher education in China.During this period,higher education has rapidly realized the transition from elite stage to popularization stage and then to popularization stage.At the same time,the state also attaches great importance to the quality construction of higher education from a strategic height,and gradually constructs a powerful policy support system to guarantee the quality of higher education.With the increasing awareness of quality,the academic circle has also increased the research on the quality of higher education and its public policies,which has played an important role in promoting the formulation,adjustment and improvement of China’s higher education quality policies.In this article,through policy analysis,longitudinal comparative analysis of the contents of the documents and historical evolution of sociological analysis perspective and methods for 20 years in the new century,the logic of China’s higher education quality policy research and characteristics were discussed,aimed at summarizing China’s experience of the construction of the higher education quality,the implementation of the system analysis of higher education quality policy effectiveness,We will help develop a high-quality higher education system in China for the new era.Based on the dimensions of policy content,macro-social background,medium policy objectives and policy implementation effectiveness,this paper sorts out the evolution trajectory of China’s higher education quality policy since the new century and finds that the evolution trajectory of higher education policy can be divided into three stages: Innovation--expansion stage(2000-2006),sedimentation--collaboration stage(2007-2014),and empowerment--excellence stage(2015-present).Since the new century,China’s higher education quality policy has followed the logical evolution of politics,economy,culture and education.From the view of political logic,the change of national strategy restricts the direction of quality policy.From the perspective of economic logic,the need of economic development affects the choice of quality policy.From the perspective of cultural logic,the change of social value orientation determines the standard of quality.From the perspective of educational logic,the needs and laws of higher education’s own development guide the changes of the connotation of higher education’s quality.The evolution of higher education quality policy in the past 20 years shows the following general characteristics: First,in terms of policy objectives,the dimension of quality standard has changed from single to multiple;Second,in the policy pattern,in the expansion and precipitation in the continuous improvement;Third,in terms of policy orientation,we will pay more attention to connotative development.Through the reflection on the evolution process of China’s higher education quality policy,four problems are found as follows: First,the quality policy lacks attention to the real quality;Second,the public visibility of policy making is low;Third,policy resources are excessively inclined to key universities;Fourth,the quality standard of the current policy does not respond to the demand of higher education in the stage of popularization in time.In view of the above problems,this paper puts forward the following four suggestions: First,pay attention to the real quality,improve the overall level;Second,to improve the formulation process and promote the legislative guarantee;Third,optimize the allocation of resources to achieve real synergy;Fourthly,according to the characteristics of higher education quality in the stage of popularization,we should reconstruct quality standards.
