| Government and society cooperate to develop home care services.The ultimate goal of the government is to mobilize social capital to join home care services and stimulate the vitality of the home care service market.The government guarantees the bottom group and introduces “viable elderly” to the market,thereby reducing the pressure of old-age care and realizing the long-term development of social forces in old-age care services.As a key service project for home care for the elderly,food assistance requires the multi-level linkage of the government and the community,so it is an important window for observing the cooperation between the government and society in the field of home care.This article examines the multi-level relationship in home care services based on multi-level government and "control power" theory and multiple institutional logic theory.Through the participation observation and in-depth interviews on the pension service in District D,it was found that the government and social forces adhere to different logics in the process of cooperation: the initiator—control and incentive logic;the implementer—performance and political consortium logic;Supply side-administrative and social logic.In order to explain the multiple logics of the development of home-based pension service under the cooperation of government and society,this article analyzes the pension service from the three stages of "pilot-promotion-standardization",and finds that service development is subject to corresponding policy changes,grassroots government responses,The inconsistency of the interests of government and social cooperation and other impacts.The study believes that in order to promote the better development of home care services,all parties in government-society cooperation should seek a dynamic balance between vertical relations and horizontal development,higher-level governments should strengthen incentives and control,and grassroots governments should actively take action and give social forces independent development space Social forces themselves need to reduce financial dependence in order to achieve healthy and orderly development of home care services. |
