Study On Social Work Organizations Participating In Elderly Meal-assisted Service

The development of the economy and the advancement of science and technology not only prolong the life of human beings,but also bring the problem of old-age care to society.In order to cope with this problem and reduce the burden of family pension,the Guangzhou Municipal Civil Affairs Bureau has implemented the “3+X” community home care service headed by the elderly meal-assisted service.In order to gain an in-depth understanding of the development status and existing problems of the social work organizations participating in the elderly meal-assisted service in Liwan District,Guangzhou,and promoting the development of this services,this paper uses the case study method for Guangzhou Liwan.As the Liwan District is one of the most prominent areas for the elderly in Guangzhou,the district has become the first pilot area for the community home care services in Guangzhou.The experience of implementing the elderly meal-assisted service in Liwan District is relatively rich.In particular,the participation of the social work organizations in the elderly meal-assisted service has initially formed a model: the service funds of social work organizations are mainly based on the government’s investment in service projects.Supplemented by social input;The service site of the social work organizations mainly comes from the integration of the existing site resources related to the old age in the street,and the use of the service project to rent some of the venues;There are six types of service delivery methods(mealing methods)for social work organizations,and the highest usage rate is group meal delivery;The supervision of the social work organizations’ service is mainly undertaken by the municipal,district civil affairs bureaus and streets.On the one hand,this kind of meal-assisted service model has achieved certain results,such as satisfying the needs of most elderly people who have needs,meeting the social needs of some elderly people who are involved in the dining service,and promoting the development of community home care services.Expanded the society’s awareness of the social work profession.On the other hand,there are still some obvious problems in this mode of meal-assisted service,such as narrow service benefits,single service content,lackof staffing resources,uneven quality of service,and no perfect supervision mechanism.In order to solve the above problems,explore the experience and provide reference for the social work organizations in Guangzhou Liwan District to better participate in the elderly meal-assisted service,this paper summarizes some excellent practices in the other five districts of Guangzhou.On this basis,closely combined with the actual situation of the old-age service in Liwan District,the paper puts forward some suggestions for improving the social work organizations in the Liwan District to participate in the elderly meal-assisted service: It is necessary to give full play to the professional role of social work and meet the multi-level needs of the elderly;use social resources to alleviate the lack of resources;standardize operational management,establish and improve the supervision mechanism.It is expected that this will promote the further development of social work organizations in Liwan District of Guangzhou to participate in the elderly meal-assisted service.Promote the further development of community home care services in Guangzhou.
