A Study On Birth Management Of Local Government Under The Background Of Second Child Policy

People are the main body of the society,while the development of human quantity and quality is essentially a social phenomenon.The process of development and change of population quantity and quality is a social process based on human physiological conditions,natural conditions and social productivity.Moderate population quantity and quality are conducive to promoting the development of social productivity and the progress of human civilization.The imbalance of population size and ratio will seriously affect social development and productivity progress.In the early 1970 s,in order to restrain the overgrowth of population and improve the quality of the population,China began to implement the family planning policy and became a basic national policy.However,the population structure has had a far-reaching effect on China’s balanced population development,social economy’s development,and social harmony and progress because aging and minority population structure in China becoming more and more serious.According to social situation and in order to a long-term harmonious and stable development.China began to implement the new family planning law from January 1,2016,fully implement two-child policy.In 2018,Some sectors’ responsibilities such as national family planning commission were integrated and establish departments of the national health commission.The focus of family planning work has also changed from controlling the population and improving the quality of population to a new pattern of encouraging legal childbearing in accordance with the birth policy,serving the development of family planning and promoting the balanced development of population.In this context,due to the rapid adjustment of major policies,the detailed rules and regulations for the management of family planning management at all levels have not been issued in time,the preparation for the basic level family planning work is insufficient,lack of the work experience under the new family planning policy,and the grass-roots people and the national strategy are not better served.At present,the main problems of grass-roots family planning work are the conflict of people’s emotions,the change of people’s family planning ideas,the dilemma of policies and regulations,and grass-roots family planning workers’ thoughts are still in the transitional period.The working ability of the basic level family planning workers is not fully adapted to the post requirements.The rights and responsibilities of districts,towns and villages have not been clarified,working status of the grass-roots family planning departments is weak,the evaluation indicators of the family planning work of the grass-roots departments are unreasonable,and the working mode is single.On the basis of in-depth discussion of the above issues,combined with the actual situation of grass-roots family planning management in high tech Zone of T City,this paper puts forward measures and suggestions for the efficient and high-quality work of grass-roots fertility management under the new policy,mainly including strengthening public opinion publicity,introducing fertility guarantee mechanism,improving education related supporting facilities and other measures at the national level.We should widely propagandize and create an atmosphere to cultivate the masses to establish a good concept of fertility from the level of grass-roots government.Improving policy details and clarify responsibility implementation.Strengthening skill training,we should improve economic treatment and build a management team with excellent political and professional skills.We will recruit professional talents,achieve comprehensive management of multiple departments through the establishment of a new performance evaluation system.We will clarify the rights and responsibilities of districts towns and villages(communities).We can further improve fertility related systems through the establishment of new interest-oriented policies.We should give full play to the role of Family Planning Association,improve the system of giving birth awards and subsidies and the system of helping families with difficult childbearing,conscientiously do a good job in the comprehensive management of the sex ratio of the birth population,and increase the treatment of illegal childbearing to improve the effectiveness of grass-roots childbearing management.In a word,through the above research,this paper summarizes the problem faced by the grass-roots fertility management in the new situation and puts forward the corresponding solutions and suggestions.This paper provides policy reference and intellectual support in order to promote the rapid improvement of the effectiveness of the grass-roots fertility management.
