The development of China’s domestic social work is inseparable from the government’s increased investment in investment and related policy support,as well as the cultivation of social work talents.In the field of social work,supervision is indispensable for social organizations,social workers and social work service projects.Today,as a third-party department independent of the government and market forces,social organizations continue to develop in number,and the social work services purchased by the government are developing in a project-oriented trend.To ensure the safe use of funds and the effectiveness of services,the government purchases third-party services to assist them in supervising the social work services they purchase.However,third-party institutions that provide process monitoring and supervision in Shenzhen face problems such as a small number,low professionalism,and inadequate evaluation mechanisms.Therefore,the author takes the six social work projects of Red Creative Space as an example to study the third-party supervision mode of the government’s purchase of social work service projects,and to supervise the government departments,project social workers and third parties through semi-structured interviews.Interviews were conducted to find out that under this model,the main content of supervision is social work policy supervision;social work project management supervision,including project design,schedule management,financial management,risk control management,and trace management;social work project service supervision,According to the four stages of the project establishment phase,the preproject phase,the project mid-term phase and the project completion phase,targeted supervision is carried out;social worker capacity building supervision is designed to help social workers improve their professional skills and enhance Social organization competitiveness.The project was introduced into the third-party supervision mode and compared with the direct government supervision method.Through the investigation of government departments and social work institutions,the results were analyzed.It was found that the introduction of third-party supervision is conducive to ensuring the professionalism and standardization of social work projects purchased by the government.Manage processes,enhance project brand influence,expand service target beneficiaries,improve social work project management capabilities and professional service skills.At the same time,there are some problems in this model.First,due to resource dependence and administrative pressure,sometimes the professionalism and independence of third-party supervision are difficult to maintain.Second,there are inconsistencies in cognitive understanding between the two sides during the supervision process;Third,the scientific and authoritative supervisory evaluation index system has not been formed and promoted.Fourth,the normative requirements of project management need to be properly reduced.Fifth,the third-party supervision experience is not mature enough and lacks forward-looking supervision thinking.Therefore,the following suggestions should be made to deal with the problems that arise.First,we must conduct targeted professional supervision on each of the three parties to cultivate awareness of effectiveness;secondly,we should evaluate third-party organizations,establish professional third-party evaluation agencies,and develop perfect third parties.Monitoring and evaluation system;in addition,it is necessary to simplify complex work processes to improve project efficiency;finally,we must attach importance to the construction of social work talent team,vigorously support the development of local supervision,and improve the relevant policy system for social work supervision. |
