Since the reform of the fund guarantee system of the rural compulsory education in China was implemented, the shortage problem of China's rural compulsory education funds has been dramatically improved. How to manage and use the funds, which is vital to the rural compulsory education, is becoming a problem which urgently needs public concern. Whether we could ensure that this large amount of funds is used in which "it's needed most" directly determine the success or failure of rural compulsory education reform. This paper focus on the management issue of rural compulsory education funds management.Firstly, this paper starts from the theoretical tools which seek to analyze the issue. Through the comparison between the tradition administration theory and the new public management theory which guide the public expenditure management, the paper suggests that the core value of new public management theory to pursue excellent perfonnance of the public service accords with the requirements of the maximization of funds effect of existing China's rural compulsory education management. Therefore, the paper made further analysis on the applicability of the new public management theory in China's compulsory education funds management from the aspects of its premise and hypothesis, concerned targets, and core objectives.Second, the paper reviewed and analyzed the history and status quo of the management of China's rural compulsory education funds. By combining the investigation of the rural compulsory education funds management in L County, the paper discussed the common problems existing in the management of China's rural compulsory education funds.Third, the paper analyzed the causes of the management problems of the rural compulsory education in China from the angle of new public management, and worked out its conclusions. In the practice of the China's rural compulsory education funds management, its central objective accords with the core requirements of thenew public management theory. However, in selection of the approach of realizing the requirements, the government follows the tradition administrative concept. The contrary between the core requirement and realizing approach explained the dilemma which has long been existed in the practice of China's rural compulsory education funds management.Finally, by using the public expenditure management model advocated by the new public management for reference, and combining the real practice in China, the paper advanced some policy proposals to cope with the problems existing in China's rural compulsory education funds management.
