Within China 13 th Five-Year plan of economic and social development,Pudong targets on the construction of the‘Four Centers’,the establishment of Shanghai Pilot Free Trade Zone,and building up a Science Technology Innovation Center with global influence.The relevant departments have introduced a number of policies to attract people and promote innovation,urgently accumulating the talents.Among all the workforce coming from various provinces,who prefer a temporary stay and who will settle their career and life in Shanghai for a long time? This paper will start from here,based on the data from questionnaire‘Personnel survey in Shanghai from other provinces in 2015’,by the means of literature research,questionnaire survey,key interviews,empirical analysis.The paper focuses on the talents in Pudong District to get a comprehensive and in-depth analysis on the various factors of the willingness of talents from other provinces and cities to stay inPudong.On this basis,the author puts forward some suggestions to retain talents from other provinces in Shanghai.The study finds that housing,life satisfaction,communication with local residents affect the willingness to stay in Shanghai positively,but care for the elders,care for the children and family scale in Shanghai affect the willingness to stay in Shanghai negatively.And education,care for the elders,housing,monthly income and unit character make positive influence on the willingness to leave Shanghai.Therefore,Shanghai government can establish a multi-level housing security system,improve the transportation,medical treatment and education,increase social integration and life satisfaction to retain the talents from other provinces in Pudong.
