Research On Enterprise-Style Management Of Public Sports Stadiums

In recent years,China’s political system reformation,especially public institution reformation,is deepening.Public sports facilities as the major part of public institution in sports field is no exception,badly in need of reforming to adapt to national reforming trends,in order to meet the demand of growing public sports service.On April 16th,2012,Xinhua is authorized to issue Guide for Classified Promoting Public Intuitional Reformation by the State Council of PRC.The Guide affirms to classify public facility into public welfare institution which should be corporatized It shows the direction for public facility reformation.It is the right choice to practice marketization operation of public institution,which is relatively perfect and complying to times.It is good for breaking through the bottleneck restriction,meanwhile combining ’operation’ and ’public good’,and promoting sports institution reformation.This paper adopts methods of literature research,site investigation,expert interview,logical analysis and case study.Taking Suzhou Sports Center as an example,the paper studies corporatization reformation problems of public sports facility,and expands the corporatization management theory for public sports facility,in the hope of provide theoretical reference for the reformation.The study results include:1,corresponding relation between classification of public sports facility and reformation model;2,operation procedure and matters of the reformation;3,corporatization management pattern model;4,matching system arrangement for the reformation.Finally,The author gives some suggestion to the key point of the reformation:1,carry out specifications and policies to regulate facility management;2,design several executable personnel distributing programs;3,enhance the supervising of national asset;4,establish and complete system of government purchasing public sports service;5,build performance assessment mechanism according with sports facility industry;6,the government play an active role to provide policy support.The reformation is a systematic project,which is restricted by government external system.The senior government officials have to make a integrate plan which will harmonize government departments and sports facility organizations.To promote reformation of national asset management,personnel system,distribution system,social security system,etc,the reformation will be insured to succeed.The main innovations of this study are as follows:it states the model of public sports facility corporatization management;it establishes the corresponding relation between facility classification and model choosing;it presents relatively complete concrete operation procedure;it structures corporatization management models for public sports facility.
