The people’s police play an important role in maintaining social order and stability.As the police station of the public security organ,the police station plays a key pivotal role for the public security organ to contact the people.The police at the police station is the most basic and most important part of the people’s police in our country,shouldering the dual tasks of public security management and policy implementation.The incentive problem of the police at the police station directly affects the enthusiasm of the police at the police station to engage in public security work,and also affects the image of the people’s police in the eyes of the masses.In the "Framework Opinions on Several Major Issues Concerning Comprehensively Deepening the Public Security Reform" issued by the state in 2015,it was proposed that the public security organs should establish a public security management system that conforms to the nature and tasks of the public security organs,and should establish and improve the incentive operation mechanism that conforms to the grass-roots police.At present,reforms are being carried out on incentive measures such as pensions and preferential treatment for the people’s police and rank promotion.However,these measures only cover several aspects of incentives,and have not formed a complete and targeted incentive mechanism.Based on the two-factor theory,this research uses case study method,questionnaire survey and interview method to clarify the incentive elements of police station police,present the system structure of police station incentive mechanism,and identify the existing incentive mechanism of police station in Qingcheng County police station.Reasonableness,lack of occupational security,poor performance of assessment,rewards,punishments and incentives,mere formality of training and learning,narrow promotion channels,and low self-efficacy.Analysis of the causes of the problems mainly includes reasons such as the lack of a modern salary system,the absence of a job security system,an unsound assessment system,a backward training concept,a promotion model based on seniority,and a task-oriented management model.On this basis,this paper puts forward the optimal countermeasures to realize the police incentive mechanism of Qingcheng County Police Station.On the one hand,starting from the countermeasures and suggestions for improving health care factors,it proposes to establish a modern salary system,improve the police occupational security system,and improve the differentiated reward system;model,establish a performance-oriented promotion model,and establish a police-centered management model. |
