Targeted poverty alleviation policy is a major measure to promote the sharing of reform and development achievements and common prosperity among all the people.It is also an important foundation for realizing the "China Dream",which is related to enhancing people's well-being and consolidating the party's ruling position.However,there are some difficulties and problems in its implementation,policy implementation and policy expectations of the results has a certain deviation.This paper argues that civil servant targeted poverty alleviation policy implementation preference is one of the reasons can not be ignored.In order to clarify the preferences of civil servants in implementing targeted poverty alleviation policy and the impact of policy implementation preferences on targeted poverty alleviation policy implementation,this paper selects six state-level poverty-stricken counties in the east,middle and west of Gansu Province as sample,and carries out questionnaire survey and interviews with the civil servants who are responsible for targeted poverty alleviation,refines the preferences of civil servants in implementing targeted poverty alleviation policy from three aspects,altruism preference,difference-aversion preference and mutual preference,quantifies the results of targeted poverty alleviation policy implementation from five aspects,overall items,key items,guarantee items,basic items,mass appraisal items.And attempts to use descriptive statistical analysis and regression analysis to reveal the impact of the implementation preferences on the implementation of targeted poverty alleviation policy.Analysis shows that,civil servants' altruism preference in implementing targeted poverty alleviation policy will negatively affect key items and mass appraisal items,civil servants' difference-aversion preference will negatively affect overall items,key items,basic items and mass appraisal items,civil servants' mutual preference will positively affect overall items,key items,basic items and mass appraisal items.On this basis,this paper puts forward some policy suggestions such as optimize preferences of civil servants in implementing targeted poverty alleviation policy,improve the ability of the civil servants to implement targeted poverty alleviation policy,build a cooperative poverty alleviation mechanism,promote "Internet+" targeted poverty alleviation,improve performance appraisal and supervision mechanism of targeted poverty alleviation.The paper is divided into six chapters.The first chapter introduces the research background,the research significance,the domestic and foreign research summary,the research question,the research mentality and the research method.The second chapter elaborates the basic concept,the main theoretical foundation and its application.The third chapter is research design.The fourth chapter is the empirical analysis,analyzes the impact of the implementation preferences on the implementation of targeted poverty alleviation policy through the data.The fifth chapter is the policy recommendations to improve the implementation of targeted poverty alleviation policy based on the empirical analysis.Chapter six analyzes the shortcomings of this paper and points out the future research direction.
