With the in-depth implementation of the innovation-driven development strategy,innovation has become the core force of national development,building an innovative country and promoting government innovation have become strategic requirements,and government innovation is inseparable from the responsibility and innovative behavior of grassroots civil servants.As the link between the government and the public,grassroots civil servants can most clearly feel the implementation of policies in grass-roots practice.Therefore,the motivation to stimulate grassroots civil servants to act actively and to be innovative is the essence of improving government governance and realizing the modernization of the national governance system and governance capacity.Based on this,this paper determines the formation mechanism of grassroots civil servants’ innovative behavior as the research goal.Through literature review,this study found that domestic and foreign research on the influencing factors of civil servants’ innovative behavior has made some progress,but few domestic studies have paid attention to the innovative behavior of the individual level of the public sector;In addition,a large number of scholars have studied the work stress of civil servants and regarded it as a factor affecting individual psychological reactions and work outcomes,but no scholars have studied the impact of work stress on the innovative behavior of grass-roots civil servants.Therefore,based on relevant theories and practical background conditions,this study attempts to demonstrate the relationship between the two,and introduces public service motivation as a mediating variable;Furthermore,considering the importance of organizational support in the innovative behavior of grassroots civil servants,this study introduces empowering leadership as a moderator variable,and finally established a research model of the relationship between work pressure,public service motivation,empowering leadership and the innovative behavior of grassroots civil servants.In this study,a total of 262 sample data were collected by the combination of online and offline questionnaires,and the questionnaire data were analyzed by AMOS21.0 and SPSS26.0 software.This paper test the hypothesis proposed in it,and discover that:(1)Work pressure has a significant negative impact on the innovative behavior of grassroots civil servants;(2)Work pressure has an indirect impact on the innovative behavior of grassroots civil servants through public service motivation;(3)Empowering leadership moderates the mediating effect of public service motivation.Finally,this study analyzes and interprets the above test results,and puts forward targeted and feasible management suggestions.
