Government Regulation Of Central Heating Service In Lanzhou City:Problems And Countermeasures

Government regulation has gone through three stages: "pre-modern regulation","government regulation" and "regulatory governance".As an important infrastructure for modern urban construction,the central heating service has become a necessary public service for residents of Lanzhou in winter,and the government has also adopted a series of regulatory measures for central heating service.However,with the development of society,people have higher requirements for central heating service,and the regulation model controlled by government under the long-term planned management system has been unable to meet the development needs in the new era,and the government regulation on central heating service is seriously lagging behind.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed to promote the modernization of the national governance system and governance capacity.At present,in a new round of reform on the departments regulation for central heating service in Lanzhou,this research focus on the transformation of the government’s regulation function,the construction of a governance-based regulation system,and improvement of the regulation fort central heating service,so as to promote the steady development of Lanzhou’s heating industry.Taking Lanzhou City as an example,through literature research,surveys,interviews,questionnaires and other methods,this research firstly systematically sorts out relevant research at home and abroad,defines the concept of central heating service and government regulation,and introduces responsive regulation theory and holistic governance theory as the theoretical basis to provide perspectives and tools for subsequent research on government regulation of central heating service in Lanzhou;Secondly,on this basis,it examines the current situation of government regulation of central heating service in Lanzhou City,and analyzes the problems existing in the government’s regulation in terms of heating price,heating enterprise access and exit,heating service quality,heating environment and safety,summarizes the causes of the problem including imperfect laws and regulations,poor coordination of regulatory agencies,insufficient participation of multiple subjects,backward supervision methods,and lag in the construction of smart heating regulation platforms;finally,in response to these problems,combined with the actual situation of Lanzhou City,this research puts forward the countermeasures and suggestions for improving the government regulation of central heating service in Lanzhou from three aspects: perfecting the laws and regulations,building a government-led,multi-subject participation collaborative regulation system,and exploring diversified regulation and governance mechanisms.At the same time,this research will also provide a reference for the improvement of heating regulation in other cities.
