| With the development of social economy and the gradual awakening of citizens’ awareness,the demand for urban public services has shown a diversified and multi-level trend.The traditional heating public service model can no longer meet the growing needs of modern residents.The fragmented problems of complex business entities,chaotic management models,outdated concepts,and weak service professionalism in heating public services seriously constrain the supply level of heating public services.To this end,the X city government has carried out a "one network" reform of heating public services,which has achieved significant results.This article takes the "one network" reform of A heating district in X city as an example,and explores the optimization path of heating public services from the theoretical perspective of holistic governance.The theory of holistic governance provides an analytical framework for examining the problems existing in X city’s heating public services.The "one network" reform of heating is reflected in promoting the effective supply of heating public services through the integration of government service functions;Organize and manage the efficient operation of heating public services through a holistic approach;Building an integrated heating public service platform through high-tech means;Improving the quality of public heating services through holistic butler style services;Meet the diverse needs of residents with unified standards and processes;Promote the overall improvement of heating services through intelligent services.By analyzing various data since the reform of A heating area and conducting interviews and research on heating users and heating entities,it was found that A heating area has significantly achieved the effects of improving public satisfaction,improving energy efficiency,and improving fund recovery rate to better support heating construction through the "one network" reform.However,there are still many problems that need to be improved in this reform,such as unsatisfactory heating effects in some areas,constraints on the rate of energy-saving improvement,and difficulties in collecting stubborn arrears.The main reasons for this are the lack of systematization in the promotion of reform policies,insufficient coordination and coordination among government departments in the renovation of heating infrastructure,fragmented resource utilization by government departments resulting in a large number of users in arrears,and restrictions on government investment to ensure the sustainability of the reform.Starting from the theory of holistic governance,optimizing public heating services should strengthen the government’s overall planning of public heating services;Integrating diversified investment in heating public services;Promote the upgrading of heating public services through the construction of digital government;Enhancing the overall effectiveness of public heating service reform;Promote collaborative cooperation among different heating areas in the city;Encourage social supervision and citizen participation in urban heating public services. |
