A Study On The Problems Andcountermeasures Of Promotinggovernmental Service Centers In Theunderdeveloped Regions Of Central Andwestern China

As a new thing emerging in the reform process of the administrative examination and approval system,the government affairs service center has gradually become a powerful starting point for local governments to transform their functions,create a quality business environment,and deepen the reform of “delegating power,improving regulation and optimizing services ”.In recent years,governments at all levels have attached great importance to the construction of the government service system,and actively tried to improve the government service center,promote the transformation of government functions,promote the openness of government affairs,improve administrative efficiency,and create a new highland of economic openness.As a leading position to improve the business and investment environment in the region,enhance people’s sense of gain and optimize the government image,the government service center of the underdeveloped areas in the central and western regions is gradually moving towards the center of the reform stage.Therefore,to strengthen the research on the construction of government service center in the less developed areas in the central and western regions,and to refer to the practices and experience of the developed areas,has important practical significance and guiding role for further improving the government service system in the backward areas.This paper takes the development status of the administrative service center in the underdeveloped areas of the central and western regions of China as the main research line,based on the new public management,new public service and service-oriented government theory,and comprehensively uses the research methods such as literature research method,SWOT analysis method and case analysis method.A systematic analysis of the development process and current situation of underdeveloped government service centers in central and western China was conducted.At the same time,combined with the case analysis of the construction of the Changzhi City Government Affairs Service Center in Shanxi Province,summing up the experience,analyzing the difficulties and problems,as a reference.Through analysis and research,it is concluded that the government service center,as the pioneer of reform,has achieved certain results in the specific practice of the central and western regions,butbecause it is the product of the spontaneous administrative reforms of local governments,it lacks unified and perfect construction standards and supporting resources,facing prominent contradictions and problems,mainly manifested in the failure of the system and mechanism,the non-standard service system,and inadequate supervision and management.Therefore,drawing on the reform experience of“running up to once” in advanced regions,this paper proposes to explore the path of speeding up project approval,promoting the efficiency of trial-related matters,and promoting the operation of service standards,with a view of creating a new situation in the construction of administrative service centers in underdeveloped areas in the central and western regions,speeding up the improvement of government administrative efficiency and boosting the local economy.
