Research On The Dilemma And Countermeasures Of Township Discipline Inspection And Supervision ——Take F Town Of Peng’an County As An Example

The Third Plenary Session of the 19 th Central Commission for Discipline Inspection stressed that continuously deepening the reform of the national supervision system and promoting the extension of supervision functions to the grass-roots level is not only an important part of promoting the in-depth development of comprehensively and strictly administering the party,but also a powerful measure to realize the full coverage of supervision of all public officials exercising public power.As the last level of China’s administrative divisions,the township level is not only the front line for the government to contact the grassroots masses and the masses to feed back the operation of power,but also the key area for carrying out grass-roots discipline inspection and supervision.Therefore,township discipline inspection and supervision plays a fundamental role in China’s discipline inspection and supervision.An in-depth study on the difficulties and reasons existing in the discipline inspection and supervision of villages and towns has very important theoretical and practical significance for promoting the extension of strict party governance to the grass-roots level,promoting the reform of the national supervision system,improving the socialist supervision system with Chinese characteristics,and promoting the modernization of grass-roots governance.This paper first summarizes the research on Township discipline inspection and supervision,then defines the relevant core concepts of township discipline inspection and supervision in China,and combs the development of township discipline inspection and supervision institutions in different periods since the reform and opening up,so as to have a more comprehensive understanding of the development of township level discipline inspection and supervision.Using the methods of literature research and case study,taking f Town,Peng’an County,Sichuan Province as a case,this paper analyzes the development of discipline inspection and supervision in this town,the problems and causes in the process of work,and puts forward practical countermeasures and suggestions at the township level in combination with the further development requirements of China’s supervision system reform and grass-roots governance.The full text consists of five chapters.The first chapter is the introduction,which mainly discusses the research background,significance,ideas and methods,as well as the innovation and shortcomings of this paper;The second chapter defines and analyzes the relevant core concepts and theoretical basis of the article,and summarizes the development and evolution of township discipline inspection and supervision organizations in China;The third chapter briefly describes the current situation of discipline inspection and supervision in F town and the work results achieved in recent years;The fourth chapter analyzes the problems existing in the discipline inspection and supervision of F town and finds out the causes of the problems through questionnaire survey and field interview;The fifth chapter combines the new requirements of discipline inspection and supervision in the new era with the problems existing in F Town,and puts forward relevant countermeasures.Based on the case of F Town,the experience of high-quality development of discipline inspection and supervision that can be popularized to villages and towns with the same problems is extracted on the basis of case study.
