The Operation And Improvement Of Grassroots Public Legal Services ——Take County J Of S Province As An Example

The development of grassroots public legal services is an important initiative to ensure the harmonious coexistence of people and the progressive development of society,and since the Ministry of Justice proposed the service in 2014,the overall level of public legal services in China has developed rapidly and now occupies a very important part of the government’s public functions.However,the development of public legal services in China is relatively late,and we have not yet formed a more unified view on the definition,content and system structure of public legal services.Due to the influence of many factors,the level of grassroots public legal services still needs to be improved in comparison.It is very important to speed up the improvement and development of grassroots public legal services,promote the construction of grassroots rule of law,and improve the awareness and ability of grassroots residents to apply the law in the current social development context.Therefore,this study takes J county in S province as a specific research object,and through understanding the actual operation of public legal services in the region and the results achieved,we hope to find out the existing shortcomings of grassroots public legal services,discuss and analyze the problems,explore the causes and give corresponding suggestions for improvement.We hope to provide some reference for other counties（districts）in China in terms of grassroots public legal services.At the same time,through random distribution of questionnaires and interviews in each township（street）of County J,we found that the public legal service in County J has problems such as the three major platforms of public legal service have not formed a synergy,the degree of social participation is low,and the public legal service team is not complete.Through further investigation and analysis,it is found that the problems are caused by the lack of assessment and evaluation system and insufficient supply of public legal service talents.In the light of the above,the author makes the following suggestions to improve and enhance the grassroots public legal services.Firstly,we should pay attention to the publicity effect and gradually improve the social awareness;secondly,we should strengthen the demand-side work and guarantee the quality of our public legal services;thirdly,we should improve the level of the team and strengthen the communication and training in the process of legal services;fourthly,we should build an integrated construction and deepen the integration of multiple platforms;finally,we should consolidate the foundation and improve the construction of the system related to the assessment and evaluation so that the service personnel can go to the masses with a more full attitude.
