Research Of Organs Logistics Services Socialization Management Mode

Organs logistics work is an important part of government administration, it provide a strong guarantee for organ work and life service of employees. However, for a long time, governments of every level in our country are still not escape from the self-closed, self-service management model, the rigid management system, bloated organization, low efficiency, which cannot adapt to the requirement of logistics marketization. “Opinions on deepening the reform of the logistics system of the departments of the State Council” which is released by Office of state authority in 1999 pointed out that, to deepen the reform of the logistics system, we must adhere to the direction of scientific management and service socialization,strengthen the standardization, system construction, establish and improve the settlement system of organs and logistics services, and promote the service and make full use of the existing service resources, and gradually establish and improve the level of social and economic development to adapt to the organization and logistics support system. The reform of the logistics socialization is not only the objective requirement of the market economy development, but also the good opportunity to deepen the reform of the logistics industry in the new situation. At present, Shihezi city organs logistics management faced some difficulties,in the process of promoting the reform of logistical socialization, not only exist government guidance, the logistics department use the management mode which buy the service from society and firms in the way of outsourcing service(such as: catering, construction, security), but also exists the traditional planned economy management mode(such as: property, organ car team). However, the regional economy development in our country is not balanced, the rich degrees of society service resource are different, the time of the operation of service outsourcing and service purchase mode which guided by government is short, we don’t have many successful examples, so the government is actively exploring its economic development to adapt to the management mode, so many problems will inevitably arise in the process of logistics reform.This paper summarizes achievements of domestic and foreign organs logistics service, public service socialization reform, on the basis of measurements and implementation effects of organs logistics reform of Shihezi city, analyzes and studies the existing problems and causes in the logistics reform of our city, then provide some measures for the government organs logistics reform of Shihezi city, we hope it can make some help in guiding the organs logistics reform of Shihezi city, and provide some valuable experience for promoting the organs logistics service socialization reform of our country.
