Research On Grassroots Government Petition Mechanism From The Perspective Of Collaborative Governance

As for the development of our country,social stability has the significance.With the steady implementation of the reform and opening policy,on the one hand,the rural social structure has undergone great changes,on the other hand,the interest relationship of the grassroots society also presents a trend of continuous differentiation.The main contradiction of our society has been transformed,and the interests of the people at the grassroots level have become more diversified.The petition and stability maintenance mechanism and governance system of the grassroots government need to be further improved to meet the increasingly complex needs of the people.As for the grass-roots governments,they should not only give full play to the role of diverse social entities in conflict mediation,but also improve their ability to cooperate in governance and handle conflicts and disputes well,so as to make social development more stable.In this study,G Town,G City,Hubei Province is selected as the research area.On the basis of fully investigating the status quo of grassroots government petition,understanding the development situation of G Town and the actual social operation,based on the theory of collaborative governance and social safety valve,a petition collaborative governance analysis framework is constructed with system,goal,and dynamic adjustment as the elements.Through in-depth analysis of typical cases in G Town,Research has found that there are a series of problems in decision-making,execution,feedback,and other aspects in the process of collaborative governance of petitions by grassroots governments.The main causes are insufficient awareness of collaboration among subsystems,low value of system objectives,and insufficient dynamic adjustment efforts.Finally,optimization strategies for improving the grassroots government petition mechanism are proposed from three aspects: strengthening the awareness of collaborative governance,improving the value of system objectives,and strengthening dynamic adjustment efforts..
