Research On The Problems And Countermeasures In Promoting The Centralized Residence Of Farmers By Sichuan Weiyuan County Government

Under the major background of implementing the rural revitalization strategy,agriculture and village development embrace a new opportunity.To keep enhancing villagers happiness,optimize the public service resource allocation and put the development of agriculture and village into priority,our country greatly promotes the development of urban-rural integration and accelerates the construction of the new village.With the centralized residence of farmers as an important promoting method,it has a more important significance.It is the powerful power source of urbanizing the villagers to provide much more possibilities of enhancing the living quality of villagers,and it also introduces much more solutions for solving problems such as the bottleneck of metropolitan development space and the tightening of construction land indicators.Led by the Central Party,all local governments positively explore the new direction and new mode to present the centralized residence of farmers;however,they would be trapped into a dilemma from time to time.The paper has an analysis and theoretical study on the centralized resettlement project for farmers in the Baita area and Sanhe area,Weiyuan County,Sichuan Province,based on the reality.The paper begins from relevant theories of public management and rural governance and farmers’ centralized housing projects;at the same time,based on the reference to the relevant methods at home and abroad and experience,the paper finds out the existing problems by sorting the specific methods of the centralized resettlement project for farmers in Weiyuan County,such as unideal maintenance of rural style,high migration and living cost of the farmers,huge difficulty in the employment of rural mass,ineffective centralized management,etc.Beginning from problems,the paper would focus on how to enhance the public management and improve the management ability,so that the farmers could be adaptable and satisfied with all aspects after living in the area together.It is proposed with the suggestions of attaching importance to the reasonability and feasibility of the general planning,improvement of compensation and resettlement policy for farmers’ demolition,promoting the development of rural industry and enhancing the practical effect of grassroots job,so as to facilitate to explore the approach and method for Weiyuan County to enhance relevant management;and it would conclude the experience that could be introduced and promoted to others as some practical and useful opinions for all local governments to proceed the centralization of farmers’ residence and some new ideas to improve villagers’ life.This study will help each local government to face the problems in promoting the centralized settlement of farmers.It will further improve the management system of centralized farmer settlements and thus promote the rationalization of rural environment and layout.This can form an extensive and comprehensive rural basic public service system to ensure that farmers can effectively enjoy public services and accelerate the pace of rural revitalization and urban-rural integration.
