The Study On The Problems And Countermeasures Of Village-level Organizational Reform In Weiyuan County,Sichuan Province

Comprehensively deepening reform is the key way for the party and the state to lead the people of all ethnic groups to make unremitting efforts.The Sixth Plenary Session of the 11 th Sichuan Provincial Committee of the Communist Party of China,based on the actual situation of the province,took the adjustment and reform of village level organizational system as an important link in the comprehensive implementation of the Rural Revitalization Strategy and the promotion of rural governance.Weiyuan County,Sichuan Province,as the key area of this reform,the implementation effect of the reform is very important for the planning of a game of chess in the province.Since March,2020,according to the arrangement and deployment of the whole province and the whole city,Weiyuan County has established a village level organizational system adjustment and reform leading group headed by the main responsible comrades of the county Party committee and the county government,which has taken the optimization of spatial layout,the integration of development resources,the consolidation of grassroots foundation and the reduction of operating costs as the main direction of this reform,and successfully completed the formulation of the reform implementation plan,2 relevant supporting policies and 11 measures,Efforts have been made to increase the scale of newly built villages,optimize the industrial layout,strengthen the strength of villages,improve the service environment,activate the cadre team,and update the mechanism and system.Market towns,central villages,and characteristic villages that are in line with population migration and the vigorous development of the leading industry economy have been effectively formed,and a relatively clear echelon of new village level development layout has been formed,which has effectively promoted a more rational allocation of resources and more sustainable economic and social development Public service conditions are more equal.In June,2020,the tasks of village level organizational system adjustment and Reform in Weiyuan County were successfully completed.Through a large number of studies on rural management system and grass-roots governance,the author finds that there are obvious traces of campaign governance in the adjustment and reform of village level organizational system in Weiyuan County: first,the mobilization from top to bottom,second,the publicity through multiple channels and large efforts,and third,the multi-directional assessment and evaluation.Although the reform has achieved a series of positive results,there are still some problems.Through literature review and on-the-spot investigation,the author analyzes the problems from three aspects: short-term response to the reform objectives,social instability factors induced by reform promotion,and insufficient participation of reform related subjects.The short-term response to the objectives mainly includes that the rural governance effect is easy to rebound,the actual needs of rural areas are not really met,the reform cost is high,and the unstable factors include the lack of constraints on the start of the reform It has caused adverse effects on social psychology.The lack of subject participation includes the neglect of the subject status of villagers and the defects in the allocation of cadres.The reason lies in the combination of some defects of the sports governance model itself and the current decline of China’s rural governance capacity,and in-depth analysis is made from three aspects: the simplification of reform subjects,the lack of social self-organization capacity,and the decline of village autonomy capacity.After in-depth study on the practice of village level organizational system adjustment and Reform in Weiyuan County,the following conclusions can be drawn:the village level organizational system adjustment and reform is the epitome of the continuous exploration of rural governance and rural management system,which has two characteristics of uniqueness and commonality.The study of village level organizational system adjustment and reform can help the continuous optimization and development of rural governance under the sports governance model,It can also provide reference and reference for the promotion of similar systematic change projects in other regions.The author believes that in order to make full use of the achievements of the village level organizational system adjustment and Reform in Weiyuan County,efforts need to be made from the following three aspects: first,we must strengthen government guidance,change the ideas of grass-roots government officials,realize the real transformation of government functions,build a normalized governance mechanism and assessment mechanism,and ensure the long-term effectiveness of the achievements.Second,we should encourage the participation of the public,standardize the management of various social organizations,unblock various channels,and effectively mobilize the enthusiasm of rural social organizations to participate in governance.By improving the cohesion,attraction and combat effectiveness of the system itself,we should effectively exert its influence,penetration and driving force among the rural people in the region,and effectively play a positive role in driving and guiding the countryside.Third,we should continue to adhere to and improve the system of villagers’ autonomy,clarify the dominant position of villagers,enhance their consciousness of subjectivity,improve their awareness and ability to participate in village level governance,and enable villagers to actively and widely invest in village level construction and governance.At the same time,we should strengthen the construction of village cadres,give full play to the role of village committees and improve the cohesion of all villages.
