A Case Study On The Participation Of "Chunxi Aunts" Volunteer Team In Community Governance In Jinjiang District

The Third Plenary Session of the 18 th CPC Central Committee proposed that to realize innovative social governance,voluntary service organizations must be supported and developed,and thus the vitality of social organizations can be stimulated.Over 40 years has witnessed that since the reform and opening up,with the continuous economic and social changes,the interest pattern has been continuously adjusted,and the value orientation has become increasingly diversified.As an integral part of the multi-subject community governance,voluntary service organizations provide important support at many levels in providing social services,integrating community resources,and carrying out value guidance.Since 2019,Jinjiang District of Chengdu has closely focused on the requirements of Party building to lead the participation of pluralistic subjects in community governance,giving full play to the role of Party committees in taking overall care of the whole situation and coordinating all parties,and promoting the resonance of Party building leading and multiple mutual promotions.Cultivating the volunteer team of "Chunxi Aunts" to participate in community governance is an active exploration and practice in Jinjiang District in promoting the modernization of the urban governance system and capacity.From the perspective of empirical research,this paper studies the case of the "Chunxi Aunts" volunteer team participating in community governance in Jinjiang District by employing knowledge of governance theory,social capital theory,and polycentric governance theory,adopting research methods such as literature,interview and case study.This paper focuses on the analysis of the three dimensions of "Chunxi Aunts" volunteer team’s participation in community governance,namely,the "studio" participation platform led by the Party building,the pluralistic "five-member" participation path,and the "three supports" participation guarantee led by the system,respectively on effectiveness analysis,cause analysis and experience summary of the three practices,and thus some suggestions worth reference and promotion are obtained,which provides a new reference for the innovation of community governance model in the central city.
