Penetration And Cater To: Streets And Urban Communities, Voluntary Organizations Interaction Between The Case Studies

Since the American scholar Lester M. Salamon brought forward the theory of'global associational revolution'in the year of 1994, the relationship between the government and voluntary organizations has attracted more and more attention of academic circles around the world. On the basis of the introduction of the relevant theory about the voluntary organization and the field investigation of a voluntary organization (Sunshine Association) in China's eastern coastal city, this paper hopes to provide a micro case of the interactive relationship between the sub-district office and the voluntary organization, hoping that the conclusion can supplement the original theory.Under the background of adhering to the scientific development concept and building a harmonious society, the voluntary organization does not come from the private resources or the demands of the residents. On the contrary, it comes from the active construction of the sub-district office. The voluntary organization is apparent of dual nature, which operate and coordinate through two different transcripts('public transcript'and'hidden transcript'). The sub-district office adopts the governance technique of integrated support and comprehensive intervention to penetrate the voluntary organization, empowering the voluntary organization to provide the voluntary service by means of'soft and hard methods'. And the voluntary organization adopts the way of quasi-administrative involvement and active attachment to cater to the will of the sub-district office. So, in the field of the community, the relationship between the sub-district office and the voluntary organization is characteristic of'penetration and catering'. The speed of voluntary organization's development is rapid, but its self-organization and self-maintenance function is weak.'Penetration and catering'model has its own advantages and disadvantages. We should not view the model in the perspective of'Logos'or'Myth', but bring the historical path and the real basis into consideration. The realistic path is that the sub-district continues to open up the environment to let the voluntary organization participate in the community governance, at the same time, the voluntary organization gradually strengthens its self-organizing and self-maintenance functions.
