Research On Administrative Reform And Innovation Of Tibet Universities Under The Background Of "Double First-Class" Construction

This year is our country opens the second year of the difference,"double top" construction from the overall to in-depth development,colleges and universities to build first-class university and will not be listed first-class discipline construction in colleges and universities,but also emphasize the local colleges and universities should be grasped the nettle and seize the opportunities of The Times,that a major challenge,becomes the mainstay of the construction of "double top".The construction of "double sively-class" in Tibet’s universities should comprehensively improve the level and level of running schools,and the main indicators of training and strengthening Scientific research power and training and strengthening teachers should reach the advanced level of western universities,improve infrastructure and strengthen ideological and political work in party building.To improve the overall level of running schools to be comparable with advanced higher education universities in China,to highlight regional characteristics,to use their own influence in domestic universities,to improve the international visibility of their own responsibility.The administration of colleges and universities can play a guaranteed role for the construction of "double first-class".The administration of colleges and universities plays an irreplaceable important role in the normal operation of the overall work of colleges and universities,and is an important part.Efficient and orderly university administration is the power source of "double first-class" construction in universities.The construction of "double first-class" requires universities to actively reform in all aspects.Therefore,the reform and innovation of administrative management of Tibet universities is of great and far-reaching significance to realize the strategic goal of "double first-class" construction.This thesis will consist of five chapters.The first chapter is the introduction,which mainly introduces the policy background and other aspects of the research,and then clarifies the purpose and significance of the research.Then,it reviews the literature related to the research by domestic and foreign scholars,introduces the research content,methods and technology roadmap,and finally puts forward the innovation points and shortcomings.The second chapter defines the concepts of administration in colleges and universities and systematically expounds the four theoretical bases of this paper,namely,the new public management theory,the administrative organization theory,the governance theory and the incentive theory.These four theories in theories provide theoretical support for this paper.The third chapter mainly introduces the current situation of the administration of universities in Xizang.First,it introduces the basic situation of UNIVERSITY A,UNIVERSITY B and college C,and then introduces the administrative organs of university A,university B and college C.Finally,the questionnaire survey is used to investigate and analyze the current situation of the administration of university A,university B and college C.The fourth chapter is based on the investigation of the status quo of the administration of colleges and universities in Tibet.After analysis,it puts forward the existing problems of the administration of colleges and universities in Tibet,and analyzes the causes of the problems.Finally,it expounds the motivation of the reform and innovation of the administration of colleges and universities in Tibet in the context of the double-first-class construction from four aspects.The fifth chapter,based on the background of "double first-class" construction,puts forward measures to speed up the reform of administrative management idea innovation and practice in Xizang colleges and universities.It mainly focuses on the reform and innovation of administrative management concepts in Xizang colleges and universities:From management to realize service consciousness,Tibet university administrative management reform of the administrative organization of innovation,Tibet university administrative management personnel training and planning of the reform and innovation,Tibet university administrative management system reform and innovation of encouragement and Tibet university administrative management reform and innovation of university administrative management way,mainly from the aspects of information use.
