| With the modernization of China’s national governance system and governance capacity,the leading and overall position of higher education in the process of modernization is more prominent,and it plays a more prominent role in leading social development and promoting national rejuvenation.The improvement and perfection of academic governance regulation has gradually received the attention of the government and Universities.At present,China’s colleges and universities are facing many urgent problems in academic governance,such as unclear subject of academic governance,administrative power occupying the core position of internal governance,etc.Therefore,based on the new institutionalism theory and taking the "Double First Class" construction universities as the research object,this study combs the change process of academic governance regulation of "Double First Class" construction universities in China,combs the articles of association of Academic Committee of "Double First Class" construction universities,analyzes the institutional dilemma of academic governance regulation,clarifies the institutional logic of academic governance regulation,and then puts forward some suggestions The optimization path of regulation.The research combs the course of the regulation of academic governance in "Double First Class" construction universities.The research summarizes the four stages of the regulation change: the boom period of academic review and Professor governance(1912-1948),the exploration and confusion period of the governance of the School Affairs Committee(1949-1977),the academic committee and the academic power display period(1978-2013),the period of academic governance led by academic committee(2014-present).It concludes several common governance modes in the development of academic governance in China: Professor governance mode,party government led governance mode,and multi governance mode.The research explores the current situation and difficulties of the academic governance regulation of "Double First Class" construction universities.Taking 108 "Double First Class" construction universities Academic Committee constitution as the research object,the research obtains the content analysis results with the composition of Academic Committee,committee operation and committee power and responsibility as the first level codes.Then,it explores the existence of academic governance regulations from the results: unclear academic rights and responsibilities,lack of teaching implementation path,fuzzy definition of governance relationship between articles of association,lack of regulations on students’ participation,the convergence of regulation leads to the involution of governance and so on.Based on the literature research and content analysis,the system logic of academic governance regulation is clarified.Instrumental rationality and value rationality constitute the rational elements of academic governance regulation.The institutional logic of "Double First Class" construction of academic governance regulation in universities is essentially the choice and game between instrumental rationality and value rationality.The imbalance of rationality is the key to the difficulty of optimizing academic governance regulation: the rapid expansion of instrumental rationality leads to the continuous formulation of academic governance system based on the pursuit of efficiency and efficiency,and the decline of value rationality leads to the difference of academic freedom and academic democratic academic governance environment.The path dependence inertia of the system also leads to the restriction of "invisible" power in the real implementation of academic governance regulation.The research puts forward the optimization path of "Double First Class" construction of academic governance regulation in universities.Based on the institutional logic of academic governance regulation,the research constructs a quality oriented evaluation system to guide the academic healthy development,activate the governance vitality of grass-roots academic organizations,strengthen institutional diversification to release the autonomy of academic governance organizations,and promote the modernization of academic governance ability and governance system. |
