Investigation And Research On The Effect Of Huiyan Project On The Improvement Of Rural Governance Ability In Ya’an,Sichuan Province

The decision of the CPC Central Committee on several major issues concerning upholding,and improving the socialist system with Chinese characteristics and promoting the modernization of national governance system and governance capacity,which was deliberated and adopted at the Fourth Plenary Session of the 19 th CPC Central Committee,requires governments at all levels to improve their service level and governance capacity through information platform.In order to implement the spirit of the plenary session,the modernization of rural social governance capacity has become the focus of governments at all levels.Improving rural social governance capacity involves all aspects,including administrative subjects,service objects,policy tools,etc.In the case of complex work content,unsatisfied personnel demand and uneven service ability of rural organizations,the use of information tools and platforms will help to improve governance ability.In order to strengthen the prevention and control of urban and rural public security and enhance the ability of rural governance,the political and Law Commission of Sichuan provincial Party committee proposed to promote the insight project in the whole province.It’s hoped,that through the promotion and installation of cameras in the front and back of rural residents’ houses,urban shops and other scenes,the wide coverage of urban and rural monitoring can be realized,and then connected to the comprehensive management center platform to realize real-time monitoring and unified analysis and application,Build a third network parallel to "Xueliang project" and "Skynet project",and improve the level of rural governance by building a monitoring system with unified platform,comprehensive coverage and no dead angle.The modernization of governance capacity is the focus and difficulty of the current country and society,which is related to people’s livelihood and social stability.Therefore,in terms of improving rural governance capacity,governments at all levels are applying various modern and information technology and management methods to rural governance from different levels.In this paper,the study of Ya’an City "eye project" to improve the ability of rural governance,combined with the role of information platform and tools,to provide practical basis for the theory of grassroots governance.In this paper,through the research on the improvement effect of Sichuan Ya’an Huiyan project on rural governance ability,through questionnaire survey and interview,we understand the construction and use of Huiyan project in Ya’an,Sichuan,analyze the existing problems,and put forward reasonable suggestions.By further improving the use of insight project in rural governance,improve the role of people’s livelihood care,public security prevention and control,agricultural production,in order to improve the efficiency of rural work and governance capacity.
