After the reform and opening up,vocational education has developed for many years,the teacher training system has been gradually completed,and the status and quality of teachers have been steadily improved year by year.The team of teachers has become the core driving force to promote the stable development and reform of national vocational education.In order to implement the implementation plan of national vocational education reform proposed by the State Council and deepen the reform of teachers’ team construction in vocational colleges,the Ministry of education and the national development and Reform Commission jointly issued the implementation plan of deepening the reform of "double qualified" teachers’ team construction in Vocational Education in the new era,which mentioned the need to build a teacher team construction mechanism with overall management of the government and deep integration of industries,enterprises and colleges.Promoting the construction and development of "double qualified" teachers is not only the current development direction of teachers,but also the basis of the development of vocational education.However,under the new requirements of the national vocational education reform in the new era,there are still many problems in the teaching team,such as the low proportion of "double qualified" teachers,the lack of sufficient professional skills and practical ability,and the supervision and management mechanism needs to be improved.In particular,the lack of "double qualified" teachers who have both theoretical teaching ability and rich practical experience and are competent for practical teaching tasks has become a "stumbling block" for the modernization of Vocational Education in China.Taking Ya’an City as the foothold,this thesis combs the current situation of the local government in promoting the construction of "double qualified" teachers in vocational colleges,finds out the problems through analysis,analyzes the causes of the problems,and puts forward countermeasures and suggestions of reference significance for promoting the construction of "double qualified" Teachers in Vocational Colleges in Ya’an City.Using the methods of literature research,field investigation,comparative research and induction and summary,this thesis investigates various vocational colleges and some enterprises in Ya’an City,summarizes the current situation and achievements of the construction of "double qualified" teachers in Ya’an City,and puts forward that there are still imperfect identification standards and assessment methods of "double qualified" teachers in this process The government lacks coordination between schools and enterprises,the improvement effect of teachers’ practical ability is not obvious,the support of government policies and funds is not enough,and the enthusiasm of enterprises to participate is not high.Based on public goods theory,stakeholder theory and human resource management theory,this thesis puts forward that the government should play multiple roles in the construction of "double qualified" teachers,such as policy maker,standard setter and road guide.Through research and analysis,the key to the problem is the lack of role of the government in the construction of "double qualified" teachers,imperfect policy standards and insufficient financial support.Combined with the local actual situation and compared with the advanced experience at home and abroad,this thesis puts forward feasible countermeasures and suggestions,such as strengthening the overall planning at the government level,increasing financial strength and purchasing services,and actively participating in the system construction.So as to promote the long-term development of Ya’an municipal government in promoting the construction of "double qualified" teachers in vocational colleges,and lay a foundation for deepening the reform of Vocational Education in the new era and promoting the modernization of vocational education.
