Research On The Management System Problems Of Lianyungang Economic And Technological Development Zone

Since the establishment of the first batch of 14 national economic development zones in 1984,there has been a wave of establishing parks all over the country.Up to now,the number of various parks has been huge,but the development quality level of the park is uneven.With the continuous transformation of domestic economy from high-speed development to high-quality development,the contradiction between the existing management system of the park and the needs of economic development transformation is becoming more and more obvious.This paper takes Lianyungang Economic and Technological Development Zone（hereinafter referred to as "Lianyungang Economic and Technological Development Zone"）as an example.As one of the first national economic and technological development zones established in China,Lianyungang Economic and Technological Development Zone currently ranks 23 out of 219 national economic and technological development zones in China and 12 out of 26 provincial economic and technological development zones.There is still a big gap between Lianyungang Economic and Technological Development Zone and the zone established in the same period.Facing the new era,new normal and new requirements,it is urgent to study the countermeasures and Suggestions for improvement.Based on the new public management theory,the whole government theory and the service-oriented government theory,this paper mainly adopts the methods of literature research,comparative research,interview research and empirical analysis to study and analyze the development process,current situation,problems and causes of the management system of Lianyungang Economic Development Zone.The research shows that there are many management problems in Lianyungang Economic Development Zone,such as the lack of park management autonomy,the reverse trend of administrative system and mechanism,the unclear definition of institutional functions,the lack of spirit of the cadre team,the lack of high-quality talent support,the lack of grass-roots social governance system function and so on.In view of the problems found in the investigation,on the basis of learning from the experience of domestic and foreign park management system,we should speed up the clarification of the main administrative position of the economic development zone,identify the advantages,establish the long-term management system positioning,build a professional and efficient management service mechanism,strengthen the innovation of personnel management system,accelerate the formation of high-end talent gathering effect,and integrate the law enforcement force of grass-roots examination and approval service In order to provide some reference for the improvement of the park management system.
