A Comprehensive Study On Management Patterns In Chinese Economic And Technological Development Zone

In this thesis, a comprehensive study on economic and technological development zone(ETDZ) is carried out. The research has certain academic meaning and greater practice function to develop ETDZ in a healthy way and structure the management pattern of ETDZ in China. The main framework of this thesis is (A) to summarize the basic theories of construction and management systematically on the basis of analyzing and comparing the Chinese with foreign ETDZ;(B) to probe into the construction and management pattern of ETDZ in China from SEVERAL respects: functional orientation and development pattern, infrastructure construction and financing mode, industry development and attracting investment system construction, technological innovation and incubator construction, organization management mode. This thesis compares the construction and management pattern in Chinese ETDZ with those in foreign countries. Also, the author compares ETDZ with Hi-Tech industry Park, free trade zone and export processing area etc. in the aspects of establishment, position and function. On this basis, the author compares ETDZ with other types of free economic zones in basic function, scale and operation way. In order to carry on effective and fast development, Chinese ETDZ must set up special manage organization, draw exclusive bill, reform existing management system. Moreover, ETDZ should be given more high-level administration authority, have the uniform right to plan, legislate, manage and operate.This thesis provides a basic theory of the construction and management in ETDZ, which use for reference from the management theory and advanced construction of countries in the world. Abroad, because of earlier practice, treatises about ETDZ are relatively more. A lot of scholars of the developed countries are constantly seeking various kinds of theories to explain development in ETDZ. They think, the discussion of theoretical foundation is prerequisite, which could be described as growth theory, region drive theory, industry gather theory, technological innovation theory and management theory. These arguments concentrate on economy, trade and concrete case planning study. Interiorly, along with the deep practice in ETDZ the thesis increases year by year, the research results are emerging constantly, some works come out too. But generally, the work that has theoretical foundations to explain systematically is actually rare. Comrade Deng Xiaoping's theory about reform and opening, is a direct solid theoretical foundation in building and developing ETDZ in China. With these theories, the author analyzes developing advantage and facing challenge of ETDZ in China.This thesis explains the functional orientation and development pattern, which are overall plan and fundamental policy of development. Correct functional orientation and development pattern guarantee a healthy and orderly growth. Building the ETDZ implements two grades approval system of the State Council and provincial government, accordingly development strategy would be necessary, which should be planned and controlled in such four respects as planning arrangement, development goal, industry's developing direction, policies and measures, etc. No matter the nationwide or local development strategy, should synthetically consider several factors such as economic development strategy, industry's arrangement, urban system planning, landuse planning, local resource characteristic, market development degree, regional equilibrium development, etc. The thesis explains the link of various management ways and the correspondence of each economic relations should be considered .In this thesis, the author will absorb the research results about organizational management from domestic and international modern management theory, combine the development law of ETDZ, set up the suitable organization management mode of ETDZ in China.
