Research On The Obligations And Their Implementation In China’s Compulsory Education Law

Ensuring the effective supply of fair compulsory education among all school-age children is not only the core guiding ideology of the current compulsory education reform,but also the responsibility and mission of the balanced development of compulsory education in the new era.The balanced development of compulsory education is not only to let children receive education,but also to ensure that children receive better education and give the mission of enhancing the connotation of the development of compulsory education.As a form of education that is guaranteed by the whole people,the realization of compulsory education depends more on the performance of obligations.The performance of obligations of each obligation subject is the key to determine whether the goal of balanced development of compulsory education is achieved.From the perspective of time development,the development achievements of China’s compulsory education and the dilemma of the rule of law at this stage show the realistic demands of the obligations of each subject in the development of compulsory education.Therefore,under the conditions of imperfect provisions of educational obligations,uncertain content of obligations and uncertain subject of obligations,at the legislative level,we should improve the provisions of educational obligations,clarify the content of educational obligations and determine the subject of compulsory education.In the process of performing obligations,we should establish an effective accountability mechanism for compulsory education,strengthen the supervision of the National People’s Congress on the performance of obligations,and systematically ensure the fairness of compulsory education.Reform the existing financial transfer payment system for compulsory education to ensure the fairness of obligation performance economically.Establish a mechanism to ensure the balanced allocation of compulsory education resources among schools to ensure the fairness of educational obligations in practice.Truly realize the triple obligations of respect,protection and payment of educational obligations in the balanced development of compulsory education.
