| Community is usually recognized as the most basic unit in China’s social governance system.Therefore,the situation of community governance can best reflect the level of grass-roots governance in China,and the logic of community governance also reflects the logic of grass-roots governance in our country."Cadre sinking" is a new requirement and measure modernization of China’s governance system since entering the new era,which can effectively promote the sinking of China’s governance system.The novel coronavirus pneumonia community was widely mentioned in the 2020 outbreak.During the epidemic prevention and control,the community is the front line and the most basic defense line for epidemic prevention and control.The effectiveness and management of the community plays an important role in the prevention and control of the new crown pneumonia epidemic.During the epidemic prevention and control period,the sinking of Party members and cadres into the community can effectively reduce the management pressure of the community and achieve remarkable results in dealing with emergencies.However,the sinking of Party members and cadres into the community not only adds help to the grass-roots community governance,but also has many problems and shortcomings in the process of practice.How to better realize the effective play of the cadre sinking system in the case of a public health crisis is an important topic that we need to explore next.This paper takes the sinking system of party members and cadres as the starting point,and selects the government,the community and the residents as the research object for empirical research.Through the investigation and interview with the governments and communities in many areas of Jilin City,the situation of the sinking of party members and cadres during the epidemic prevention and control period in Jilin City was understood,and with reference to practical exploration,how to transform the institutional advantage of cadre sinking into the governance efficiency in public health emergencies,and put forward corresponding suggestions: First,government-led:provide institutional guarantee for sinking work;second,community coordination:improve the working environment for cadres to sink in the community;third,mass participation: Strengthen the degree of cooperation of target groups.In the hope that it can help the transformation of the governance efficiency of the sinking system for party members and cadres. |
