| The report of the 19 th National Congress of Communist Party of China points out that issues concerning agriculture,rural areas and farmers are fundamental to the country’s economy and people’s livelihood,and that solving these issues must always be the top priority of the Party’s work.The rural revitalization has showed the direction for the work related to agriculture,rural areas and farmers at present and for a period of time in the future,and has become a permanent solution to solve the problems of inadequate rural development and the unbalanced urban-rural development,providing a strong guarantee for promoting the integration and development of urban and rural areas.In the public sectors,villages and towns are the most grass-roots political organizations.The township civil servants,as the most grass-roots cadres,are both propagandists and implementers of policies,directly contacting the broad masses,and playing a role in communication and transmission between instructions and the masses.They are the first tie between the Communist Party of China and the masses,and the principal implementers of crucial strategic arrangements such as poverty alleviation and rural revitalization.They are the most important responsible persons in the historical tasks of promoting the work related to agriculture,rural areas and farmers.They go down to grass-roots units,investigate and understand public opinion,and find out the wishes of the people,so as to provide better services for the people,and let the country’s policies and principles for benefiting the people and agriculture can be implemented at the grass-roots level.In our country,there is a fact that the number of applicants taking the civil servant examination is on the rise every year,and the final enrollment is also greatly increased,resulting in the fierce competition for every positions.However,after recruitment,there is also a serious loss of civil servants in many areas,especially in remote and backward villages and towns.Some young township civil servants with strong working ability leave the township civil servants through resignation,transfer and selection.If this situation cannot be changed,an imbalance in the age structure of township civil servants and a reduction in the executive power of township governments may appear,which is not conducive to the implementation of strategies such as rural revitalization and local development.Therefore,the research on the loss of township civil servants in the remote mountainous areas of western China and its countermeasures is of great significance for establishing a service-oriented government and enhance people’s life satisfaction and well-being.It is also of great significance for the establishment of a vigorous township talent team in remote areas of our country,and for the organization and personnel departments to formulate relevant policies to stabilize the township civil servant team.In this paper,Q County,a remote mountainous county in Sichuan Province,is selected as a typical object to study the loss of civil servants in townships and its governance,which has a public enlightenment on the problem of the loss of civil servants in remote mountainous areas in China.It is concluded that the main reasons for the loss of township civil servants in Q County are their low salary and benefits,high work pressure,lack of self-worth and so on.At the same time,according to the relevant theories and the specific situation of villages and towns in Q county,the corresponding solutions are put forward.In view of the stability of the construction of township civil servants in remote areas,this paper puts forward five strategies: enhancing the recruitment system of grass-roots cadres,improving the salary and treatment of township civil servants,exploring reasonable mobility,perfecting the promotion system,and strengthening the effect of training.In order to strengthen the construction of township civil servants,ensure the stability of the team,and bring due contributions to the economic,political and social construction and development of backward remote areas. |
