At present,our country is in a period of rapid economic development.When dealing with the opportunities and challenges of the era of knowledge-based economy,all levels of government should pay more and more attention to the role of human resources.It is true that the civil servant have the advantages of high stability,good welfare and high social status.However,we can not ignore the fact that “civil servants are experiencing losses” in our society.Especially the junior civil servant,who are working in the front-line townships.They must be working under greater pressure and to withstand more difficult conditions,so the phenomenon of turnover is even more obvious.Under the current situation,it has become a major issue that urgently needs to be resolved at all levels of civil servants' competent departments about how to attract and retain the junior civil servant.The author hopes that this article can provide some well-behaved and effective management mechanisms for personnel-related management.According to it can effectively relieve the loss of civil servants and improve the management of civil servants in Anxi County.In this study,the civil servants who working in the county of Anxi were selected as the specific research objects.It introduces the economic and social development of Anxi County,the loss of civil servants and the impact of the operation of the government.The questionnaires,interviews,data analysis and human resources management were used to analyzes the causes of mass loss of civil servants in Anxi County from two aspects: health care factors and incentive factors.Finally,put forward solutions to internal management mechanisms based on the analysis of the previous reasons,from the perspective of Anxi County.Recruiting outstanding talents from the source to effectively prevent brain drain;Emphasis on the development and management of human resources,such as improving the promotion mechanism of township civil servants,strengthening the incentive mechanism for the civil servants of township and township agencies,alleviating grassroots pressure,and strengthening human capital investment;strengthen the grass-roots civil servants at the grass-roots level in the spiritual and cultural aspects of the building.
