A Study On The Optimization Of Compound Governance Mechanism Of NIMBY Conflict

When time has moved on,it is the sharpest transaction that China has experienced NIMBY conflict.The primary cause of the conflict is that the collision between the development of urbanization and the rise of citizens’ consciousness,who wants to safeguarde their own rights.Behind the strong and repressive governance and consultative democratic governance are both the simplistic and stability-maintaining NIMBY governance thinking,which makes the NIMBY conflicts not reduced and the "Chinese-Style NIMBY dilemma" is still in evidence.Compound governance has made a more effective response in alleviating NIMBY phenomenon.Compound governance is a structure that concludes the government,social forces and markets and other multiple subjects.This measure constructs a compound governance mechanism of NIMBY conflict,and enhances the institutional execution of NIMBY conflict governance.By using the rule of law,administration,consultation and other composite means,the compound governance has achieved the neighbourhood avoidance incidents and promoted the compound value of avoiding conflict.Adapting to the operation of the modern governance system,this governance overcomes the disadvantages of the repressive and consultative governance mode,which makes the development of NIMBY conflict governance enter the "fast lane".Starting from the perspectives of the compound subjects,means,value and the platform,this article will rethink the established models of NIMBY conflict governance and analyse the reasons for origins of the compound governance.By describing the compound governance of its extraordinary merit and China’s support,this paper expounds why this model can be proposed in currently.Profoundly analysising the NIMBY conflict and studying on waste incineration plant of Xiangtan,it is a strong guarantee for argumentating the achievements and problems for compound governance.When putting this model in to practice,it has achieved effective results by using some mechanisms.This mechanisms concludes division and responsibility between the party and the government,multiple collaboration,diversification means,multidimensional platforms.However,there are some issues need to be solved when it is founded in real life.Such as the serious conflict within the government in the power and the responsibility;the difficult effectively coordinate for multiple subjects;the illegal governance behaviors from time to time;the backward emergency response of NIMBY crisis.The main causes of these problems are reflected in the lagging concept of government governance,the unscientific power allocation within the government,the imperfect collaborative mechanism of multiple subjects,the inadequate legal restraint mechanism of governance behavior,and the unreasonable emergency response mechanism in advance of the event.By summarizing the existing dilemmas of the compound governance mechanism of NIMBY,the final section will analyze in-depth and make specific suggestions for these issues that raised in above.These include optimizing the concept of government governance,improving the mechanisms of the consociation in government sector,optimizing the mechanism of the synergistic collaboration,completing the machanism of the restraint,and optimizing the mechanism of NIMBY crisis management.
