Research On Multiple Governance Mechanism Of NIMBY Conflicts

With the transformation and development of society,China has entered a period of high incidence of social contradictions,in which social risks increase,social problems highlight,especially the social conflicts represented by NIMBY conflicts.On one hand,demands for public service facilities are enhanced as urban population expands and level of consumption rises.On the other hand,waste incineration plants,chemical projects,substations and other NIMBY facilities,which generate negative external effect,suffer from resistance of surrounding residents when meeting social demands for public services.Citizens even repeatedly launch large-scale “walking” activities,bringing a great impact on the legitimacy of the government and a serious threat to social stability.NIMBY conflicts break out directly due to the facilities' negative externalities and the uneven distribution of cost and benefit,but its origin lies in the comprehensive effect of various social factors,including government closed decision-making process,inadequate enterprise supervision and the lack of participation of civil society,etc.In a word,the process of NIMBY conflicts with social complexity,involving multiple stakeholders,needs multiple subjects to participate in governance.Accordingly,based on the above background,this paper studies NIMBY conflicts in China from the perspective of multiple governance.The first part of this paper is the introduction,which mainly focuses on the background,significance,research ideas and research methods of this topic,summarizes and comments on the research status of the multi-governance of NIMBY conflicts in the home and abroad.The second part is the basic part of the thesis,mainly expounding the basic concepts of NIMBY facilities,NIMBY attitude and NIMBY conflicts,and summarizing the theoretical and realistic basis of the thesis to shape the theoretical foundation and realistic background.The third part mainly studies the characteristics and causes of NIMBY conflicts in the method of empirical analysis,namely,summarizing characteristics based on typical cases,and summarizing causes based on questionnaire survey,quantitative analysis and interview results.The fourth part mainly analyzes the governance process and multi-stakeholders' behaviors of three typical NIMBY conflicts in China,as to sum up the governance dilemma currently.The fifth part talks about successful experience of NIMBY governance in developed countries and regions and summarizes the inspiration to our country to provide reference value for us to implement multi-governance of NIMBY conflicts.The last part focuses on the construction of the multi-governance mechanism of NIMBY conflicts.First,the role and relationship of multiple subjects in the governance process,namely government,citizens,enterprises,social organizations,media and experts,are clearly defined.Then,according to the governance dilemma and successful experience abroad,the specific construction of the multiple governance mechanism is put forward.In a word,this paper analyses NIMBY conflicts in combination of multi-methods and multi-levels,hoping to making the study more systematic and practical.
