Research On "Three Governance" Integration System Construction Of Rural Governance In Nan’an City

The traditional rural governance methods can not meet the needs of the new rural development of the times,rural governance backward,urban and rural development imbalance and low trust and other issues outstanding.Under the background of the new era,the rural areas urgently need innovative governance system,accelerate the construction of a new era of rural governance system.In this paper,Merrill Lynch Street in Nan’an City is the research object of "three governance" integrated governance.Based on the theory of responsible government and the new theory of public management,through literature analysis,field research,case analysis and data analysis,and other four research methods.A brief description of the current situation of rural governance in Nan’an City In-depth study of government behavior and put forward the Nan’an city rural governance "three governance" integration system construction problems and reasons to further put forward countermeasures.First of all,the theory of responsible government and the new theory of public administration are briefly summarized and combing the main concepts of "three governance",government behavior and rural governance.Secondly,it expounds the current situation of rural governance in Merrill Lynch Street,Nan’an City.Specifically: vigorously promote the construction of village-level organizations,focus on the return of functional power of village-level organizations,pay attention to strengthening the team’s own construction,enhance the overall combat effectiveness of village-level teams,build different forms of parliament and political participation platform and other self-government construction;strengthen the construction of standardized system,normalize the law,improve the village cadres understand the law,know the law,act in accordance with the law and other rule of law construction;actively carry out the construction of civilized villages and towns,solidly promote the development of moral governance,such as easy to change customs,regularly carry out moral review activities,Merrill Lynch street "three governance" integrated governance system construction has achieved certain results.Third,through field research,case analysis,data analysis and literature analysis,the "three rules" governance of Merrill Lynch Street as a case study,found that there are shortcomings in rural governance in Nan’an City.First,the core strength of the main body of rural governance is relatively weak,mainly reflected in the deviation of villagers’ ideas of participation in politics,lack of legal knowledge,legal awareness to be improved,farmers’ local identity is diluted,traditional rural culture is declining,etc.;The vague concept of the construction of the integration system of Sanji is mainly reflected in the imbalanced development of villagers’ autonomy forms greater than content,the existence of "four democratics",the difficult situation faced by the construction of the rule of law in Nan’an City,the scarcity of traditional education capital education for rural families,and the lack of social moral education.Fourth,the reasons for the existence of problems are analyzed,and three factors are summarized,such as the lack of implementation of the villagers’ autonomy system,the lack of mutual embedding mechanism of the main body of rural governance,and the weakening of moral culture.Finally,through references,field research,learn from other parts of the country these three ways,it is concluded that the key to the integration of "three governance" governance is to take autonomy as the core,the rule of law as the guarantee,based on moral rule,put forward three countermeasures: establish the central position of grass-roots party organizations and villagers’ autonomy system,improve the level of the rule of law to ensure the implementation of autonomy and moral governance,strengthen the strength of moral governance to help autonomy and the implementation of the rule of law effective.
