Research On Participatory Governance Of Violation Of Construction In Luojiang District Of Quanzhou City

The current urban development is further accelerated,and participatory governance models have been introduced in the governance of illegal construction in many places,and the governance structure of a single government body has been gradually changed.In this context,this paper studies the participatory governance of illegal construction phenomena,which can not only improve the theoretical research level of illegal construction phenomena,enrich the regional management theory,but also provide a certain theoretical basis for the formulation of laws and policies.Therefore,the research has certain practical significance and theoretical value.This paper studies the illegal construction phenomenon participation governance model in Luojiang District of Quanzhou City,uses rich materials and documents,field investigations,surveys,questionnaires and combines its own urban management work experience to analyze the violations in Luojiang District in recent years using the theory of participatory governance.The status quo of participatory governance of construction phenomenon shows that there are problems in the participatory governance model of illegal construction in Luojiang District,such as The effectiveness of participatory governance needs to be further improved,citizen participation needs to be further improved,citizens’ participation channels need to be further expanded,and the participation of social groups and organizations needs to be further enhanced.After in-depth analysis of the problem,it is found that the reasons for the problems of participatory governance are: the imbalance between the governance bodies and the lack of cooperation mechanisms,the weak willingness of some citizens to participate,the insufficient legal system,and the relatively lagging development of social groups and organizations have led to these problems.After studying and drawing on the participatory governance model of illegal construction in other areas in China,it is concluded that: the establishment of an urban governance committee,the formulation of comprehensive urban management regulations,and the establishment of an incentive and reward mechanism.Finally,in view of the causes of the problems,the following countermeasures are summarized: the first is to establish a multi-subject cooperation mechanism;the second is to improve the legal norms for multi-subject participation;the third is to establish and improve an incentive mechanism;the fourth is to strengthen the practical ability of citizen participation;the fifth is to Broaden the channels for participation in governance;the sixth is to improve citizen supervision and information feedback systems;the seventh is to implement relevant security systems;the eighth is to create a good development environment for social groups and organizations;the ninth is to increase the voluntary participation of social groups and organizations.
