| Talent resources are scientific and technological resources,the first resource.Nowadays,various kinds of industries are flourishing and cities are making economic progress,all of which cannot be separated from the driving force of talents for core technology and core skills.In the new era and new situation,the primary work of each city is to effectively increase the construction of talent highlands.In order to attract talents and retain talents,all over the world have established and improved the talent policy system.As an important initiative in the talent policy,the household registration policy has been widely concerned,and Shanghai’s household registration policy has gradually been added and aggravated the talent element in the exploration from being given a simple function of registering population information to becoming an important way to attract talents.In 2020,Shanghai issued the "Measures for Shanghai Talents to Apply for Permanent Residence in the City",which is the result of ten years of exploration and summary of the "Trial Measures for Shanghai Talents to Apply for Permanent Residence in the City" issued in 2010.Shanghai is no longer capital-intensive and resource-intensive,but has shifted to focus on high-quality talents and make every effort to build a talent highland,so the implementation of the policy of introducing talents to settle in the city is crucial and must emphasize high-quality introduction.Based on the Smith policy implementation process model,supplemented by public satisfaction theory,and literature research method,questionnaire method and interview method are mainly used,in order to study the implementation of talent household registration policy in Shanghai.This paper conducts questionnaires on talents in several high-tech parks and industrial parks and functional areas in Shanghai,and combines interviews with staff of policy agencies,staff of reporting subjects and individual talents to understand the actual situation of the implementation of talent household registration policy from different perspectives,aiming to discover the specific dilemmas of the implementation of Shanghai talent household registration policy,analyze its causes,and make suggestions for the next step of such policy implementation in Shanghai.First of all,by referring to relevant literature and policy data,the author comprehensively analyzed the research status of domestic and foreign scholars on talent,household registration system and public policy implementation,and clearly defined the concepts of talent household registration policy,policy implementation and key institutions.Then,this paper introduces the current situation of population and talents in Shanghai,the historical development stage of the household registration policy,the content and comparison of the policy text and the characteristics of the policy implementation.Then,through the questionnaire and interview survey,the following problems are found in the implementation of the household registration policy for talent introduction in Shanghai:the vagueness of the policy text,the poor and inefficient process of the policy implementation,the low professional level of the policy implementation personnel,the low cooperation degree of the main body of the household registration application,the low targeting degree of the policy target group,and the lack of talent attraction of the policy environment.In combination with the four elements of Smith model,policy content,executive agencies,target groups and policy environment,the specific reasons for these dilemmas are analyzed.Finally,combined with the current situation of the implementation of the policy,the optimization direction and specific measures are put forward,and specific suggestions are put forward in four aspects:optimizing the process of policy formulation,improving the implementation ability of policy implementation agencies,strengthening the guidance and supervision of the applicant and target groups,and accelerating the diversification of talent environment. |
