| Shanghai urban management system of governance and the rule of law system increasingly tend to be more scientific and refinement,the law enforcement field covers the city environmental health management,municipal engineering management,green management,water management,environmental management,business management,construction management,urban and rural planning and real estate management,traffic management and general language,etc.It can be seen that urban management is the main force in the governance and maintenance of urban order,and their work behavior affects the quality and efficiency of urban management.Existing studies have ignored the possible impact of red tape on urban management.Red tape refers to rules,procedures,and regulations in an organization that are highly restrictive and must be followed,have no practical meaning,or are effective but fail to achieve the desired goal.Red tape will damage the professional identity of urban management officers,deepen emotional exhaustion,and have a negative impact on their work attitude and behavior.This paper mainly explores the impact of red tape on urban management’s proactive reform behavior and work withdrawal behavior.On the basis of previous literature and interview results,the theoretical model of this study was constructed,and the research was conducted based on the questionnaire survey of 222 chengguan in Yangpu District,Shanghai.The main effect of red tape on work behaviour has not been tested,the study found.However,red tape has a positive impact on proactive change behavior through the mediating role of innovation work needs.Leadership support behavior moderates the relationship between red tape and innovation work needs.When the level of leadership support is high,the overall level of innovation work needs is high.When the level of leadership support is low,red tape will significantly increase the need for innovative work.Red tape has an indirect positive effect on job withdrawal behavior through ego depletion.The leader support behavior moderates the relationship between red tape and self-depletion.When the leader support level is low,the degree of self-depletion is high;when the leader support level is high,the red tape and the leader support level is low(lower in the high level),the self-depletion is rare.When both leadership support and red tape were at high levels,the impact of red tape on ego depletion remained strong.Finally,based on the results of empirical research,this study discusses and puts forward three management suggestions: treating red tape rationally,relieving urban management staff’s work pressure in time,and avoiding unhelpful leadership support behavior. |
