| In the past five years,the rural economy in the mountainous areas of western China has continued to develop.Taking Ya’an City of Sichuan Province as an example,in 2017,the regional GDP（GDP）reached 60.277 billion yuan,an increase of 8.0% over the previous year,compared with a cumulative increase of 51.43% five years ago.Among them,the added value of the primary industry was 8.085 billion yuan,an increase of 3.9% from the previous month,an increase of 33.88% over five years ago.It is necessary to consolidate the existing development achievements and further deepen the reform of the supply-side structure of agriculture to adapt to the new normal of the economy.The central government timely proposed the action of “mass entrepreneurship and innovation”.The intention is to drive the new normal through innovation and promote the implementation and implementation of the major strategy for rural revitalization.Therefore,in the whole society,the public is enthusiastic about innovation and entrepreneurship,and innovative and entrepreneurial projects are emerging one after another.However,compared with the high entrepreneurial enthusiasm of the whole society,entrepreneurial activities in rural areas are relatively cold.On the one hand,the inherent characteristics of high transaction costs,high risks and long recovery period of agricultural innovation and entrepreneurship restrict people’s willingness to participate in rural agricultural entrepreneurship;on the other hand,the brain drain caused by China’s rural hollowing out.To solve the problem of human capital for the sustainable development of rural communities,it is necessary to adapt to the real needs of talents and optimize the rural business environment.By encouraging rural people to innovate and start businesses,it is an effective way to construct a long-term income-increasing mechanism for farmers and an endogenous motivation for village construction.In general,the most active main force in the rural entrepreneurial group is the rural youth group.General Secretary Xi Jinping once addressed the Central Rural Conference and stressed that "we must improve the quality of farmers,foster a new peasant team,and train young farmers into the national practical talent training program to ensure the successor of agriculture." In short,in order to smoothly implement the rural revitalization strategy,it will inevitably refrain from cultivating new rural farmers in rural areas,and will not open up the service and support for rural youth.As the party’s youth organization,the Chinese Communist Youth League is the most influential youth group in China.Before the central government vigorously advocated "mass entrepreneurship," the Communist Youth League has long been committed to the service of entrepreneurial youth.To further improve the ability of the Communist Youth League to serve rural youth entrepreneurship,it is necessary to conduct research and investigation on the current status quo,and to provide a powerful way to improve quality and efficiency.Therefore,this study takes the services of the Communist Youth League to support rural youth entrepreneurship as a research object.Taking Ya’an City of Sichuan Province as an example,this study also found some shortcomings: First,the Communist Youth League’s organizational capacity is still insufficient;Second,the youth mobilization ability is still relatively Weak;Third,the shortcomings of comprehensive influence are obvious;Fourth,the lack of integration of entrepreneurial resources;Fifth,there are differences in the perception of entrepreneurial services;and sixth,the operating mechanism of the service system is not smooth.In response to the innovative breakthrough measures,we analyzed the three typical cases: the case of returning college students（military）entrepreneurship;the case of returning young migrant workers to serve the country;and the case of serving young people in rural areas.It is concluded that serving rural youth entrepreneurship is an effective way to expand the influence of the Communist Youth League;serving rural youth entrepreneurship is a powerful force for the clear function of the Communist Youth League;serving rural youth entrepreneurship is the only way for the Communist Youth League to strengthen its foundation;serving rural youth entrepreneurship It is the innovation of the Communist Youth League to coordinate the society;serving the rural youth entrepreneurship is the grassroots guarantee for the deep reform of the Communist Youth League.Finally,in response to the status quo and problems,suggestions are made: First,improve the quality of youth entrepreneurship,stimulate youth entrepreneurial enthusiasm,and guide young people to face up to the "entrepreneurial dream." Second,establish a long-term mechanism,build a platform for entrepreneurial assistance,and escort the success of youth entrepreneurship.Third,integrate youth entrepreneurship assistance policies to achieve a superposition effect and help young entrepreneurs succeed.Fourth,explore a variety of financing models,and provide financial support for youth entrepreneurship through multiple channels. |
