Study On The Dual Framework In The Construction Of The Inspection System At The Grass-roots Level

In the past two years,most city and county party committees across China have established an inspection system under the leadership of the party committee of provinces,autonomous regions,and municipalities directly under the Central Government.In particular,the 19 th National Congress of the Communist Party of China clearly called for "the establishment of an inspection system in the city and county party committees to increase the rectification of corruption around the masses." At the same time,the new article 14 of the CCP Constitution specifically regulates inspections and inspections,clearly requiring the Municipality(prefecture city,Prefecture league)and county(city,district,banner)CCP committees established an inspection system to further improve the political position of the inspection system.This paper comprehensively uses the literature research method,the survey method,the comparative research method and the case study method to study the inspection tour.The relevant theories about patrol inspection work were sorted out,and the development history of patrol inspection was carefully analyzed.It includes the relevant theories of the ancient monitoring system and the different stages of development of the modern party inspection system.From the perspective of rationalization,this paper explores and summarizes the structural problems in the current grassroots inspection system construction and the problems and difficulties caused thereafter.It mainly includes the problems of the construction of the leading group of the inspection work,the problems in the personnel motivation system,and the staff management,problems in the inspection process,problems in the inspection training,problems in enterprisation of the inspection,the deviation of the inspection methods,the problem of the modelling of the inspection process,the problem of weak confidentiality in the inspection,the problem of rectifying the chaos of the main unit,problem of unbreakable human relations in the grassroots Inspection.The paper also put forward to some corresponding solutions and suggestions for these problems,and put forward to my own opinions for the future development direction of the grassroots inspection system.
