Study On The Inspection Extension From County-level Party Committees To Village-level Party Organizations

Since the 18 th CPC National Congress,inspection work has shown new vigor and vitality with the continuous development of comprehensively and strictly governing the Party.Since 2018,31 provinces(autonomous regions and municipalities)in China have begun to deploy and carry out county-level inspections to extend the work of 1l county levels.Through the inspections,a number of irregularities and corruption problems around the masses Party organizations,and improve the inspection and supervision system at the provincial,municipal and have been found and promoted to solve and the responsibility of Party management and governance has been governance effectiveness at the grassroots level.Although in recent years with the establishment and improvement of the inspection system,the academic research on the inspection system is gradually increasing.The inspection of the village party organization and the regular patrol of the city and county are different and the focus of inspection are also different.Because the inspection work of the village party organized in its infancy,the development level is uneven everywhere,and the ways and methods of exploration are also tested in practice,so how to standardize the procedures and methods of the extension of inspection of party organization,as well as how to improve the effectiveness of the inspection is particularly important.This paper takes the practice of patrol offering in t County Inner Mongolia as an example.Guided by the theory of intra-party supervision and the theory of cooperative officials,using the case analysis method,interview survey method and other research methods,analyzed the status quo,experience and practice of the work of extension of the inspection to the village party organization in t County,Inner Mongolia,and revealed the existing problems such as unclear functional positioning,relatively weak inspection force,difficulty in finding deep-level problems,a insufficient rectification effect of the inspection.The reasons lie in the weak link in the support of the village extension inspection system,the weak propaganda of the inspection,and the great influence of the regional "human society.In order to solve these problems,we put forward to improve the main responsibility mechanism,improve the standardized construction mechanism and to improve the cooperation mechanism;Strengthening the construction of the inspection team,improving the inspection method,adhering to the evaluation after the inspection,etc.,to ensure the high quality of the extension work from the county inspection to the village level Party organization,in order not only to make the inspection work becoming the basic link of strict party governance,but also to deeply explore and solve the critical issues in restricting the inspection work extended to the village level.
