| Rural grass-roots political power,as the terminal system of the state power,is the main link that connects the country and the peasant masses.It is also a significant foundation of implementing various strategies to the grass-roots for the Party and the state.19 th National Congress of the Communist Party of China has passed the resolution of the rural revitalization strategy,which has made new great decisions on the economy,politics,culture,society,ecology construction,agriculture,rural areas and farmers.Meanwhile,it also makes new demands for new construction and development based on rural grass-roots government.Various strategies to support rural revitalization are being implemented,they provide appropriate opportunities for the construction and promotion of the rural grass-roots political governance.As a representative agricultural region in China,the comprehensive implementation of rural revitalization strategy provides a new opportunity for the coordinated development of rural areas and the construction of rural grass-roots political power in the northeastern provinces.Simultaneously,it has also brought new challenges to the construction of rural grassroots political power of the northeastern provinces,including completing the rural governance system,perfecting the rural public infrastructure environment and accelerating economic growth.Through the investigation and study of the current situation of the construction of rural grass-roots political power in the northeastern provinces,this topic finds that the current organizational system of rural grass-roots political power in the northeastern provinces is relatively complete,and the efficiency and governance methods have been significantly improved.However,there are still some problems,such as the imbalance of power within the rural grass-roots political power,the serious loss of young rural cadres,the low overall quality of grass-roots cadres and the long-term insufficient provision of basic public services.The research uses both subjective and objective analytical directions.This study has summarized the influence of the construction of rural grassroots regime in the northeastern provinces,such as the insufficient recognition of the implementation of rural revitalization,the lack of initiative of work and service ability,the attenuation of the rural grassroots political environment,the unclear development of grass-roots power internal responsibilities,the imperfect system of talent management,the insufficient supply quality of basic public service.Thus,firstly a sound political ecological environment can been fostered.Then,by intensifying the leading of the township Party committee and improving the township people’s congress system,a clear power and responsibility of the rural grass-roots political power system can been established.And the building of the ranks of qualified personnel can been strengthened by improving the incentive mechanism for rural grassroots cadres and promoting the methods and contents of training.In addition,the quality of public service supply can be guaranteed by cultivating and developing multiple suppliers of basic public services and strengthening the supervision and maintenance of basic public facilities.This paper provides supports for the northeastern provinces,in theory and practice respectively,in order to promote the construction and development of rural grass-roots political power,achieve the modernization in agriculture and rural areas,narrow the gap between rural and urban areas,and realize the overall revitalization of rural areas. |
