Study On Optimizing The Performance Of Grassroots Government Functions In The Integrated Development Of Rural Industries

Over the past 40 years of reform and opening up,China’s agricultural development has shifted from efficiency-seeking to stability-oriented,with a significant increase in comprehensive agricultural production capacity,a substantial improvement in rural infrastructure and a continuous improvement in farmers’ living standards.However,there are still many problems.Among these problems,the fundamental problems that need to be solved urgently and the development opportunities that these problems bring to the integration of rural tertiary industries can be divided into three aspects,namely: First,traditional agricultural production This method has resulted in high agricultural production costs,reduced comparative benefits,and diversified consumer demand for agricultural products,which has brought a broad market space for the integrated development of rural tertiary industries;second,the rapid development and wide application of information technology provides opportunities for the integrated development of rural tertiary industries.Third,the rise of industrial integration and the in-depth research,and the theory and practice of industrial integration have gradually extended to rural areas,putting forward realistic demands for the development of rural tertiary industry integration.The article is based on the perspective of government functions in the industrial integration of Wuxi Y Town.Through the interpretation of literature and theories related to government functions,combined with the research and analysis of the industrial integration of Y Town,relevant data and interview data are obtained,and the constraints are analyzed in depth to explore how the government can effectively perform its functions in promoting the integrated development of rural industries in the context of rural revitalization,and relevant ideas and countermeasures are proposed.Based on this,the article explores the performance of government functions in the industrial integration of Wuxi Y town from five parts.In the first part,it mainly discusses the background and research significance of the article’s industrial integration,composes and concludes relevant studies of scholars at home and abroad,and clarifies the article’s research methodology and research content.The second part elaborates on the relevant concepts of rural industrial integration,and lays the ideological foundation for the practical research by combining relevant theories such as government function theory and industrial integration theory.The third part illustrates the overview of the development of the integration of the three industries in Y town of Wuxi through the case of Y town,analyses the influencing factors of the development of industrial integration in Y town,and introduces the government functions in the development of industrial integration in Y town including effectively guaranteeing the demand for land for industrial integration,policy guiding the development of industrial integration,innovation-driven action,deepening the rural management system and increasing the investment in talents and science and technology.The fourth part of the research and analysis of Y town reveals the dilemmas in the performance of government functions in the integrated development of rural industries in Y town and provides an in-depth analysis of the constraints.It is found that the problems of government functions in the development of industrial integration in Y town include inaccurate positioning of responsibilities,single path of industrial integration development,prominent bottlenecks of resources and elements of rural development,and backward infrastructure,and the constraints are inaccurate positioning of industrial integration development,less scientific initiatives to promote industrial integration,unequal interests between individuals and subjects,and the need to improve the supply of public services related to agriculture.The fifth part from the perspective of public management,puts forward countermeasures and suggestions to promote the development of rural industrial integration by scientifically positioning the development of rural industrial integration,broadening the space for the development of rural industrial integration,promoting the cooperation and development mechanism between departments,and strengthening the allocation of resources and policy support,so as to promote the implementation of the rural revitalization strategy and The development of modern agriculture with high quality.
