In 2018,in order to build a public service system that prioritizes services,improves governance and operates efficiently,government of Liaoning Province pursued the reform of the classification of public welfare institutions within the province.The Party committees and governments at the city,county,and township levels have been complying with the requirements of separation of governance and public affairs,separation of enterprises and public welfare institutions,and separation of management and operation.To promote the development of public welfare undertakings for the purpose,on the basis of scientific classification and with the deepening of institutional reform as the core,promoting the reform of public welfare institutions has achieved staged outcomes.However,the boundaries of responsibilities of government departments and the public welfare institutions of government remain obscure.The supervision and guidance of administrative departments are not in place.Inadequate technical support and service guarantee of the public welfare institutions of government still exist to varying degrees.Performance appraisal of the public institutions is an important managerial method.Objective assessment of public service institutions’ ability to provide public services and accomplishment of work tasks can achieve lower operating costs,improve the efficiency of public service supply,and continuously improve organizational performance and construction.Establishing a scientific and reasonable performance evaluation system for the public welfare institutions of government is an inevitable trend for the government to manage the public welfare institutions of government,and it is also an inherent demand of transitioning from government leadership to the autonomy of the public welfare institutions of government.This article takes the performance appraisal system of the public welfare institutions of Zhongshan District government as the research subject.It first adopts the literature research method to study the national and international literature to clarify the current approaches to the performance evaluation of public welfare institutions.Through the analysis of the survey results and the analysis of the current situation of the performance evaluation of the government public welfare institutions,this paper explores and tests the causes of the problems existing in the performance evaluation of government public welfare institutions,such as imperfect evaluation methods and unreasonable use of evaluation results.Finally,drawing on the common performance evaluation framework of European public organizations and the advanced experience of the "Haidian Model" of public service performance evaluation,it proposes some countermeasures and suggestions,such as the institutionalization of performance evaluation and the construction of scientific evaluation index system. |
