The modernization of the grassroots governance system and governance capabilities is a microscopic presentation of the national development and governance modernization.In recent years,with the continuous deepening of the living residency system reform and the continuous improvement of the urbanization living level of residents under the background of reform and opening up,real estate services have gradually emerged as "quasi-public goods",and the "owners committee" has emerged as the era requires,which means that the collective action of the owner group begins to play a role in the process of the grassroots governance system.Although community owners’ committees,as owners’ representative body,play an important role in protecting the benefits of owners,supervising and restricting the management of property management companies in accordance with the law,and promoting owners’ participation and realizing community autonomy,at present,many community owners’ committees in China are still facing the difficulty in establishment,difficulty in performing duties,difficulty in management,difficulty in service,etc.This dissertation takes the foundation and operation cases of two district owner’committees in Hong Gu Tan district in the central area of Nanchang,Jiangxi as examples.According to deep investigations and several methods such as Participatory observation,field research,comprehensive interview,questionnaire survey,follow-up observation,this dissertation restores the tortuous foundation process of the owner’s committee and the operation problems that can not be unraveled.This dissertation also analysis the process fighting for benefits among the community management,property management and owners,which can trigger readers’ thinking about the dilemma of public benefit and collective action,particularly how to promote multi-subject cooperation and co-governance to achieve community autonomous governance in the perspective of theories of self-governance and social capital.The frame structures and main contents of this dissertation are as follows: the first chapter(Introduction)explains the relevant questions regarding this dissertation from background,research significance,current status,research methods,etc;the second chapter is mainly focused on the basic theories,and to make justifications and explanations regarding the concepts and theories adopted in this dissertation;the third and fourth chapters sequentially make an expandable explanation with regards to the foundation status of residual owner’s committee in Hong Gu Tan district in Nanchang,the difficulty in managing the community,and the reason for that based on the outcomes of the questionnaires;the fifth chapter theoretically analysis the difficulty in the foundation and the operation modes of the owner’s committee;the sixth chapter combines the real and successful cases to analysis their community management mode in details and to obtain some inspirations.These can be used as strategies research for community management from aspects of optimizing top level design,relying on party guidance,improving regulations,cultivating social capital,guiding main body of community to attend supervising and to regulate capital management,etc. |
