Research On The Mechanism Of Collective Action Of The Establishment Of The Owners’ Committee

The discussion of the owners’ committee is the research hotspot in recent years,especially the difficult situation to set up the owners’ committee.The scholars have been studied from macro system deficiency,middle dilemma game and micro owner quality problems and put forward some solutions.But these studies are working on the committee itself or the lack of external structural.However,the owners’ committee is the product of the owners themselves democratic election and self-management,whether to apply for hold the owners’ congress,or the owners’ committee established,the broad participation of owner is inseparable from the community.In a broad sense,the action of the owners to prepare for the establishment of the owners’ committee is a collective action.It is necessary to proceed the owners’ committee established difficult problem from the angle of collective action.In this paper,combined with the case of Fuzhou city X community,we study the mechanism of collective action of the establishment of the owners’ committee from the event that a micro perspective interpretation.We try to explain the owner is how to form the consciousness of the owners’ committee,and how to mobilize other owner,what the impact of the owner’s rational calculation has on the action happen.Through the discussion of these problems,we can deepen the cognition of the action how owner build up the owners’ committee,help more community owners to carry out the building up action and promote the development of building owners’ committee in the grass-roots society of our country.This article is written in four parts.The first part,the introduction.In the introduction part,the author first puts forward the difficulties of setting up the owners’ committee,and makes a brief review of the literature about the owners’ committee and collective action of owner.Then based on the theory of collective action mechanism,the author put forward the analysis framework of this paper.Combining the theory of Klandermans and Liu,the author thought that the mechanism includes three aspects: the mechanism of significance mobilization,the mechanism of action mobilization and the mechanism of rational calculation.The second part,explains the collective action nature of the building owners committee.In a broad sense,collective action refers to the common attribute of social conflicts involving certain groups in various forms,which is a descriptive meaning.And the action of building the owners’ committee also present collective action character from broad sense at least.In a narrow sense,the collective action of the establishment of the owners’ committee is the effort that the actively participated owners mobilize the other owners,according to a certain way of collection,take some strategy and technology,to achieve the goal of building up the owners’ committee.It has a highly organized demand in action and pursues the recognition of legitimacy.On the appeal,it aims to promote government departments to carry out preparatory work,hold the owners’ meeting and establish the owners’ committee.The third part,analyses the mechanism of collective action of the establishment of the owners’ committee,combined with the case of the X community.The study found that community problems promote resentment among homeowners.Under the active owner persuasive to participate the action and provide valuable experience for the action.In addition,the political opportunity structure and the expectation of success constitute the rational calculation of the owners and affect their participation choices.The fourth part is a summary and thinking.First part is the conclusion.Through the theoretical dialogue with structuralism,utilitarianism and psychologism,and connecting with the analysis of the collective action of the owners’ committee,the author thought that the mechanism of collective action is conducted by total mobilization mechanism,action mechanism and rational choice mechanism construct.The second part is further thinking.The author mainly discusses the three problems: First,in the real situation,the dilemma of collective action can be solved through the cooperation of multiple paths.Second,the solution of collective action lies in the realization of structural balance,which is reflected in the solution of property problems in the preparation.Third,the change of mobilization structure of collective action and the trend of diversified forms of collective action under the background of Internet era.
